Abstract

Universitas Brawijaya adalah salah satu perguruan tinggi di Indonesia yang mempelopori kampus inklusif bagi penyandang disabilitas. Pendidikan inklusif adalah proses pendidikan formal yang memberikan kesempatan kepada mahasiswa penyandang disabilitas (difabel) untuk ikut serta di kelas yang sama dengan mahasiswa non-difabel. Lembaga Pusat Studi dan Layanan Disabilitas Universitas Brawijaya (PSLD-UB) didirikan pada tahun 2012 untuk memberikan pelayanan dalam upaya mendukung pelaksanaan pendidikan inklusif di UB. PSLD-UB memiliki dua fungsi, yaitu menyediakan layanan bagi mahasiswa penyandang disabilitas yang ada di lingkungan Universitas Brawijaya dan sebagai pusat penelitian terkait isu-isu disabilitas dalam dunia akademik. Tujuan penelitian ini adalah untuk menganalisa peran PSLD-UB terhadap kelancaran kegiatan akademik mahasiswa difabel di lingkungan Universitas Brawijaya. Metode yang digunakan pada peneltian ini adalah kualitatif dengan pendekatan deskriptif. Peneliti melakukan pendekatan terhadap informan melalui proses wawancara. Hasil penelitian menunjukkan bahwa peran PSLD-UB dalam memberikan layanan kepada mahasiswa difabel sudah baik. Peran layanan yang paling penting bagi semua mahasiswa difabel adalah layanan pendampingan (volunteer). Volunteer dapat membantu mahasiswa difabel dalam perkuliahan dan memenuhi semua hak-hak yang dibutuhkan oleh mahasiswa difabel di PSLD-UB. Dapat dikatakan bahwa pendamping adalah garda depan pelayanan PSLD-UB, karena merekalah yang sering bertemu dengan dosen, staf akademik, atau pihakpihak eksternal untuk mengkomunikasikan kebutuhan penyandang disabilitas. Tak jarang, pendamping juga harus dapat membantu mahasiswa difabel dalam mengerjakan tugasnya. PSLD-UB mengalami beberapa kendala dalam layanan pendampingan, antara lain bentroknya jadwal volunteer dengan mahasiswa difabel, perbedaan rumpun keilmuan antara volunteer dan mahasiswa difabel yang didampinginya, kemampuan volunteer yang kurang lancar bahasa isyarat, serta turn over pendamping yang tinggi. PSLD-UB telah berupaya mengatasi kendala tersebut dengan melakukan pendaftaran volunteer sebanyak-banyaknya, mengadakan diskusi sesama volunteer, dan mengadakan program pelatihan bahasa isyarat.

English Abstract

Brawijaya University is one of the universities in Indonesia that pioneered to conduct the inclusive education for people with disabilities. Inclusive education is a formal education process that provides opportunities for students with disabilities to participate in the same class as non-disabled students doing. The Institute for Disability Study and Service Center of Brawijaya University (PSLDUB) was established in 2012 to provide inclusive services. PSLD-UB has two functions, providing services for students with disabilities in the Brawijaya University and as a research center related to disability issues in the academic field. The purpose of this study is to analyze the role of PSLD-UB on the smoothness of academic activities of disabled students in the Brawijaya University environment. The method that was used in this research is qualitative with a descriptive approach. The researcher approached the informant through the interview process. The results showed that the most important of PSLD-UB services for all disabled students were voluntary services. Volunteers can help disabled students in lectures and fulfill all the rights needed by disabled students at PSLD-UB. It can be said that the volunteers are the vanguard of the service of PSLD-UB, because of they often to arrange the meeting with lecturers, academic staffs, as well as external parties to communicate the needs of students with disabilities. Sometimes, the volunteers should be able to help the disabled students in doing their assignments. PSLD-UB encountered the obstacles in mentoring services: the clashed schedules of the classes for the students with disabilities and the volunteers as a student, when they faced the difference of academic clusters between volunteers’ and students with disabilities who should be accompanied, the lacked capability of the volunteers for practicing sign language to escort the deaf students, and volunteers turn over is so fast. PSLD-UB has made efforts to overcome these obstacles by conducting the volunteer recruitment every semester, holding the discussions between fellow of volunteers, and practicing the sign language training programs.
