Abstract
Penelitian ini menjelaskan bagaimana problematika dalam praktik governmentality yang dilakukan Dinas Sosial melalui pengaturan dalam program Desaku Menanti terhadap gelandangan dan pengemis. Program Desaku Menanti merupakan program rehabilitasi sosial gelandangan dan pengemis yang dilakukan terpadu dan berbasis desa yang bertujuan untuk meningkatkan kesejahteraan gepeng dengan bantuan berupa rumah layak huni serta ada bantuan penguatan ekonomi produktif bagi peningkatan kesejahteraan mereka. Fokus tulisan ini adalah mengungkap bagaimana praktik rasionalisasi pemberdayaan melalui relokasi dilaksanakan dalam upaya menyejahterakan kaum marjinal. Dalam realisasi program ini, sulitnya untuk mengubah budaya dan gaya hidup suatu kalangan masyarakat karena hal tersebut bukanlah sekedar perkara mudah. Konflik dan kendala bermunculan seiring dengan berjalannya program, hingga terjadi pergeseran program. Pada awalnya, hanya meliputi pemberian jaminan rumah dan modal usaha serta pembekalan pelatihan ketrampilan, kemudian adanya inovasi yaitu diubahnya Desaku Menanti menjadi Desa Wisata Kampung Topeng.
English Abstract
This study explains how the problems in governmentality practices carried out by the Social Service through the arrangement in the Desaku Menanti program against homeless and beggars. The Desaku Menanti program is an integrated and village-based homeless and beggar social rehabilitation program that aims to improve the welfare of the poor with assistance in the form of decent houses, and there is assistance in strengthening productive economy for improving their welfare. The focus of this paper is to reveal how the practice of empowerment rationalization through relocation is carried out in an effort to improve the welfare of the marginalized. In the realization of this program, it is difficult to change the culture and lifestyle of a community because it is not just an easy matter. Conflicts and constraints emerged as the program progressed, until a program shift occurred. In the beginning, it only covered the provision of home and business capital guarantees as well as training in skills training, then the innovation was changed, Desaku Menanti became Desa Wisata Kampung Topeng.
