Abstract

Penelitian ini dilakukan di destinasi wisata Batu Flower Garden Coban Rais, Kota Batu. Pengembangan wisata BFG Coban Rais ini atas dasar implementasi yang dilandasi oleh para aktor yaitu Pemerintah/KPH Malang, investor, dan stakeholders masyarakat. Rumusan masalah dalam penelitian ini adalah (1) Bagaimana proses pengembangan konsep pariwisata Coban Rais? (2) Bagimana interaksi dan peran aktor dalam implementasi pengembangan pariwisata Coban Rais? Penelitian ini menggunakan metode penelitian kualitatif dan bersifat deskriptif. Teknik pengumpulan data dilakukan dengan observasi, wawancara dan dokumentasi yang berkaitan dengan interaksi dan peran aktor dalam implementasi pengembangan wisata BFG Coban Rais. Wawancara mendalam dilakukan kepada informan-informan yang menjadi aktor pada pengembangan wisata BFG Coban Rais. Hasil penelitian menunjukkan bahwa pengembangan wisata BFG Coban Rais proses dari hasil interaksi antar aktor, yaitu Pemerintah, Perhutani/KPH Malang, Investor, dan stakeholders masyarakat. Aktor-aktor tersebut membentuk sebuah relasi sosial untuk bisa melakukan implementasi pengembangan wisata BFG Coban Rais. Aktor yang paling berperan besar dalam pengembangan tersebut yaitu Investor. Melalui latar belakang, inspirasi dan keterlibatan peran aktor lainnya Investor dapat menciptakan pengembangan wisata ini berupa spot, wahan, serta fasilitas pendukung lainnya. Relasi yang terjadi diantara para aktor tersebut, terdapat pendekatan berupa “Manajemen Hati” yang diterapkan oleh investor terhadap beberapa pihak yang terlibat, namun pendekatan tersebut lebih merujuk kepada masyarakat sekitar. Konsep interaksi sosial dan orientasi aktor oleh Norman Long dapat berjalan dalam fenomena pengembangan wisata BFG Coban Rais. Kedua hal tersebut menimbulkan suatu dinamika interaksi dari para aktor dalam proses pengembangannya. Terdapat bentuk-bentuk dari interaksi sosial yaitu proses asosiatif dan disosiatif yang terjadi. Kedua proses tersebut tercipta dari orientasi aktor yang dimana mempunyai suatu kepentingan, pengetahuan dan latar belakang yang berbeda-beda.

English Abstract

This research was held from the tourist destination in Batu Flower Garden Coban Rais, Batu City. BFG Coban Rais is tourism development based on an implementation based on actors namely the Government, Perhutani/KPH Malang, investors, and stakeholders of society. The formulation of the problem in this study is (1) What is the process of developing the Coban Rais tourism concept? (2) What are the interactions and roles of the actors in implementing Coban Rais tourism development? This is a descriptive and using qualitative method kind of research. Technique of collecting the data that is applied is by observing, interview, and documentary of anything that related to the interaction and role of actors in implementing tourism development of BFG Coban Rais. In-depth interviews were conducted with informants who became actors in the tourism development of BFG Coban Rais. The results showed that the development of BFG Coban Rais tourism process results from the interaction between actors, namely the Government, Perhutani/KPH Malang, Investors, and stakeholders of society. The actors formed a social relationship to be able to implement BFG Coban Rais tourism development. The actor who played the most role in the development was the Investor. Through the background, inspiration and involvement of other actor roles Investors can create this tourism development in the form of spots, land, and other supporting facilities. Relationships that occur between these actors, there is an approach in the form of "Manajemen Hati" applied by investors to several parties involved, but the approach is more referring to the surrounding community. The concept of social interaction and orientation of actor by Norman Long can work in the phenomenon of tourism development BFG Coban Rais. Both of these cause a dynamic interaction from the actors in the development process. There are forms of social interaction, namely associative and dissociative processes that occur. Both of these processes are created from the orientation of actors who have different interests, knowledge and their backgrounds.
