Abstract
Untuk mendirikan sebuah rumah ibadah memiliki aturan sendiri dalam setiap tahapan yang harus diselesaikan, dari beberapa prosedur tersebut juga tidak lepas dari kemungkinan ternjadinya pandangan yang berbeda dari masyarakat. Pasaman Barat yang menjadi salah satu daerah rawan terjadinya konflik di Sumatera Barat, dengan begitu pemerintah Pasaman Barat harus paham dalam melaksanakan resolusi konflik. Terjadinya konflik pendirian rumah ibadah milik HKBP (Hurian Kristen Batak Protestan) Pasaman Barat dengan FKOI (Forum Komunikasi Organisasi Islam) menjadi perkerjaan rumah bagi pemerintah Pasaman Barat dalam menyelesaikan masalah. Pemerintah Pasaman Barat yang bersikap kurang tegas terhadap bawahannya sehingga menunda keluarnya izin yang diberikan kepada pihak gereja. Dalam hal proses resolusi konflik sendiri keterlibatan lapisan instasi pemerintahan maupun nonpemerintahan ikut serta dalam penyelesaian masalah yang terjadi di lingkungan masyarakat. Proses resolusi konflik yang berjalan kurang lebih 3-4 bulan dalam pengawasan isntasi pemerintahan dan kepala daerah. Dalahm tahapan peace making menyetujui penolakan perizinan rumah ibadah yang dilakukan oleh pihak HKBP Pasaman Barat. Sedangkan dalam proses peace keeping dan building mendapatkan hasil yang berbeda. Dari proses keeping pengamanan yang dilakukan oleh pihak militer maupun kepolisian dan isntasi terkait. Dan dari tahapan Building mendapatkan hasil dari keputusan bersama yaitu menyediakan fasilitas bagi jema’at HKBP Giri Maju untuk melaksanakan aktivitas kerohanian di gereja yang resmi.
English Abstract
To establish a house of worship has its own rules in every stage that has to be completed, from some procedures also not be separated from the possibility of different views from the community. West Pasaman is one of the areas prone to conflict in West Sumatera, so the West Pasaman government must understand the resolution of conflict. The occurrence of the conflict in the establishment of the House of Worship of HKBP (Christian Batak Protestant Hurian) West Pasaman with FKOI (Forum communication Islamic organization) became a work home for the West Pasaman government in resolving the problem. The West Pasaman government is less assertive to its subordinates and delays the permission given to the church. In case of the process of conflict resolution itself involvement of governmental and nongovernmental instasi participate in the resolution of problems that occur in the community environment. The process of conflict resolution that runs approximately 3-4 months in the supervision of government and regional head. The stage of peace making agreed to rejection of the permission of House of worship conducted by the West Pasaman HKBP. While the peace keeping and building process get different results. From the process of keeping the security done by the military or police and related. And from the stage of Building get the result of a joint decision is to provide facilities for the Jema'at HKBP Giri Maju to carry out spiritual activities in the official church.
