Abstract
Studi kasus kualitatif ini menganalisis praktik kewirausahaan politik yang dilakukan Wali kota Malang melalui program lelang kinerja. Teori yang digunakan dalam penelitian ini adalah teori kewirausahaan politik Matthew Mccaffrey dan Joseph T. Salemo (2011). Kewirausahaan politik lahir dari perluasan teori kewirausahaan ekonomi (pasar) menuju ke ranah politik. Kewirausahaan politik berfokus pada bagaimana cara dan tindakan seorang aktor politik dalam mencapai tujuannya. Teori kewirausahaan politik memiliki tiga pendekatan yaitu Public Choice, Alertness and Discovery, dan New Institutionalism. Dalam studi ini peneliti menggunakan pendekatan New Institutionalism karna program lelang kinerja memenuhi tiga aspek yang ada dalam New Institutionalism yaitu shaping, changing dan consolidating. Studi ini menemukan bahwa Lelang kinerja diprakarsai langsung oleh Wali kota Malang dan membentuk perubahan baru di birokrasi Malang dengan adanya dialog yang di lakukan Wali kota dengan Kepala OPD untuk menuntaskan permasalahan kota Malang dalam forum lelang kinerja. Dalam penerapannya yang baru dilakukan di awal 2019, program ini memiliki beberapa permasalahan dalam pelaksanaannya yang hingga sekarang belum teratasi.
English Abstract
This qualitative case study analyzes the practice of political entrepreneurship conducted by the mayor of Malang through the Lelang Kinerja program. The theory used in the study was the political entrepreneurship theory of Matthew Mccaffrey and Joseph T. Salemo (2011). Political entrepreneurship was born from an extension of the Economic Entrepreneurship Theory (market) to a political realm. Political entrepreneurship focuses on how and the actions of a political actor in achieving his goals. The theory of political entrepreneurship has three approaches: Public Choice, Alertness and Discovery, and New Institutionalism. In this study researchers use the New Institutionalism approach because the performance auction program meets the three aspects that exist in New Institutionalism namely shaping, changing and consolidating. The study found that Lelang Kinerja was initiated directly by the mayor of Malang and formed a new change in the bureaucracy of Malang with the dialogue of the mayor in the city with the head of regional devices to resolve the problem of Malang in the Lelang Kinerja forum. In its new implementation in the beginning of 2019, the program has several problems in its implementation which until now is not resolved.
