Abstract
Penelitian ini bertujuan untuk menjelaskan penerapan prinsip Good Governance sekaligus mengetahui hambatan-hambatan dalam penerapan prinsip Good Governance di Pemerintahan Kabupaten Blitar. Obyek penelitian ini adalah Pemerintahan Kabupaten Blitar. Data dikumpulkan menggunakan metode wawancara, observasi dan dokumentasi. Analisis data dengan menggunakan analisis interaktif Miles, Huberman. Hasil penelitian menunjukkan bahwa penerapan prinsip Good Governance mencakup asas demokrasi yaitu dengan cara melakukan Musrenbang yang dilakukan oleh Bappeda. Asas transparansi berorientasi pada kemudahan akses, walaupun akses informasi sampai sekarang sulit diakses oleh masyarakat. Pada asas akuntabilitas dapat dilihat di Peraturan Bupati Nomor 69 tahun 2016 tentang Struktur Organisasi BPKAD. Asas budaya hukum yang diterapkan mengacu pada Peraturan Pemerintah Nomor 53 tahun 2010 tentang disiplin PNS. Selain itu, asas kewajaran dan kesetaraan, yang berorientasi pada pelayanan terhadap masyarakat dengan cara melindungi dan mengutamakan hak-hak masyarakat. Faktor penghambat dalam penerapan prinsip Good Governance dalam penyelenggaraan pemerintahan Daerah Kabupaten Blitar adalah adanya aspirasi masyarakat yang belum bisa terpenuhi karena keterbatasan APBD. Organisasi perangkat daerah kurang memperhatikan masalah Good Governance, sehingga pelaksaanaan progam kegiatan tidak bisa sampai 100 %. Kendala yang membuat target tidak bisa terpenuhi itu seperti (1) SDM, tidak mempunyai kapabilitas sesuai bidangnnya, salah masuk. (2) Sulitnya dari kontrak kerja ada beberapa kontrak kerja yang berhubungan dengan kepentingan politik
English Abstract
This research aims to clarify the application of the principle of Good Governance while knowing the obstacles in the implementation of the principle of Good Governance in Blitar District Government. The object of the research is the Government of the Regency of Blitar. Data were collected using a interview, observasion and dokumentasion Data analysis using interactive analysis. The results showed that the application of the principle of Good Governance includes the principle of democracy that is by the way do the discussing the development plan undertaken by Regional development agency. Whereas on the basis of the transparency-oriented ease of access, although until now the difficult access to information accessible to the public. On the principle of accountability can be seen in the regulation Number 2016 year 69 Regent about the organizational structure of BPKAD. While on the basis of cultural law that applied in reference to government regulation Number 53 of the year 2010 about the discipline of Civil Servants. In addition, the principle of fairness and equality, which are oriented on service to the public in a way to protect and give priority to the rights of the community. Restricting factors in the implementation of the principle of Good Governance in local governance is the existence of Blitar Regency aspiration that has yet to be fulfilled because of limited Budgets. In addition the Organization less concerned about the areas device Good Governance, so that the implementation cannot program activities up to 100%. Constraints that make the target cannot are met it as (1) Human Resources, does not have the capability to fit his field, wrong entry. (2) The difficulty of employment contract there are some contract work related to political expediency.
