Abstract

Penelitian ini membahas tentang Relasi Institusi Dalam Menanggulangi Kasus Kekerasan Terhadap Anak Di Kota Balikpapan. Adapun tujuan dari penelitian ini untuk mengetahui proses penanggulangan dan cara menanggulangi kasus kekerasan anak yang telah terjadi. Ada empat indicator menurut Keith G. Provan dan Patrick Kenis yang digunakan untuk pisau analisis penelitian ini. Adapun empat indikator yang digunakan tersebut kepercayaan, kesepakatan tujuan, jumlah peserta dan kebutuhan kompetensi tingkat jaringan (sifat tugas). Penentuan informan dalam peneltian ini menggunakan teknik purposive sampling.Hasil penelitian menunjukkan bahwa penanggulangan kekerasan anak di Kota Balikpapan kurang efektif sebab ada tumpang tindih antara beberapa intitusi yang dapat menghambat proses penanggulangan. Adapun tumpang tindih tugas yang dimaksud yakni antara UPPA dan P2TP2A dalam sistem pelaporan korban maupun pelakun kekerasan yang dapat melalui dua pintu. Hal itu dikhawatirkan terdapat data ganda yang nantinya akan merepotkan proses input data di DPPPAKB sebagai bahan laporan kepada Pemerintah Kota Balikpapan. Relasi yang dibangun memiliki tujuan yang sama yakni untuk memberantas kekerasan yang menimpa anak. Meski, ada tumpang tindih ada juga tugas yang telah dibagi guna mempercepat penangganan kekerasan anak. Tugas yang telah disepakati untuk diselesaikan masing-masing pihak seperti UPPA fokus pada ranah hukum sedangkan P2TP2A fokus pada pendampingan korban maupun pelaku kekerasan anak.

English Abstract

This study discusses the Relation of Institutions in Tackling Violence Case Against Children in Balikpapan City. The purpose of this research is to know the process of overcoming and how to overcome cases of child abuse that has occurred. There are four indicators according to Keith G. Provan and Patrick Kenis used for this research analysis blade. The four indicators used are trust, agreement objectives, number of participants and the needs of network level competence (task properties). Determination of informants in this research using purposive sampling technique.The results showed that the prevention of child abuse in the city of Balikpapan is less effective because there is overlap between several institutions that can hinder the process of handling. The overlap of the task in question is between UPPA and P2TP2A in the reporting system of victims and perpetrators of violence that can be through two doors. It is feared there is double data which will be troublesome data input process in DPPPAKB as material report to Balikpapan City Government. The relationships that are built have the same goal to eradicate the violence that befell the child. Although, there are overlaps there are also tasks that have been shared to speed up child abuse subscriptions. Tasks that have been agreed to be resolved by each side such as UPPA focus on the legal sphere while P2TP2A focus on victim assistance and child abuse perpetrator.
