Abstract
Negosiasi dalam bentuk bilateral maupun multilateral, dalam prosesnya pihak yang melakukan negosiasi secara regular atau teratur telibat dalam kegiatan „two-level games‟ yang dimainkan oleh pihak yang melakukan negosiasi secara serentak baik pada level domestik maupun level internasional. Skripsi ini melihat atau mengobserfasi Hungaria sebagai salah satu negara anggota Uni Eropa dalam melaksanakan negosiasi. Dalam penelitian ini penulis akan melaksanakan penelitian eksplanatif dengan cara melakukan analisis dan menjelaskan hubungan antara variable yang ada untuk melakukan konfirmasi terhadap keputusan Hungaria yang melakukan penolakan terhadap Common Position Refugee Relocation System European Union, dengan menggunakan teori Two-Level Games.Berdasarkan hasil penelitian, penolakan yang dilakukan Hungaria dikarenakan walaupun memiliki win-set yang besar, overlapping win-set antara Hungaria dan Uni Eropa tidak terjadi sama sekali. Win-set domestik yang besar ini dikarenakan preferensi konstitusi Hungaria cenderung tidak sejalan dengan pandangan konstitusi Hungaria dalam memandang kebijakan Uni Eropa..Setelah melihat bukti pada variable yang ada dan terbutkti bahwa Hungaria memiliki win-set yang cenderung besar, namun tidak sejalan dengan konstitusi Hungaria sehingga membuat overlapping win-set tidak terjadi antar Hungaria dan Uni Eropa yang membuat agreement atau kesepakatan tidak terjadi antara Hungaria dan Uni Eropa dalam isu refugee.
English Abstract
Negotiation both bilaterally and multilaterally, in the process of negotiation the parties negotiate regularly engages in „two level games‟ activities played by those who negotiate simultaneously at domestic and international level. This undergraduate thesis observes Hungary as one of the European Union member state in enforcing negotiation. In this research, the writer will conduct explanatory research by doing an analysis and explaining the relationship between the variables that exist to confirm the Hungarian decision to reject the common position refugee relocation system European Union with two level games theory. Based on research, the rejection was carried out by Hungary because even though Hungary had a big „win-set‟, the „overlapping win-sets‟ between Hungary and the European Union were not affected at all. This big domestic „win-set‟ setting is due to the preference of the Hungarian constitution, which tends not to be in line with the Hungarian constitution in response to European Union policies. After seeing and observing all the variables that are available and proven that Hungary has a „win-set‟ that tends to be larger, but not in line with the Hungary constitute making „overlapping win-sets‟ does not occur between Hungary and the European Union, which makes an agreement did not happen between Hungary and the European Union on refugee issues.
