Abstract
Penelitian ini bertujuan untuk melihat bagaimana proses dan strategi dalam gerakan sosial yang dilakukan oleh pengemudi transportasi berbasis online terhadap Permenhub Nomor 108 Tahun 2017 di DKI Jakarta. Permenhub Nomor 108 Tahun 2017 merupakan peraturan yang dikeluarkan oleh Kementerian Perhubungan untuk mengatur transportasi berbasis online. Namun peraturan ini mendapat penolakan dari pengemudi transportasi berbasis online karena dinilai memberatkan bagi mereka. Gerakan sosial yang dilakukan oleh pengemudi transportasi berbasis online dianggap sebagai kekuatan yang efektif dalam upaya penolakan peraturan tersebut. Dalam penelitian ini menggunakan teori gerakan sosial untuk menganalisis proses dan strategi gerakan sosial dalam mencapai tujuannya. Metode penelitian yaitu menggunakan kualitatif deskriptif, dengan begitu persoalan yang dibahas ini bisa dianalisa secara mendalam. Untuk penentuan informan menggunakan teknik purposive, kemudian untuk metode pengumpulan data meliputi data primer (wawancara) dan data sekunder (dokumentasi). Hasil dari penelitian ini menunjukan tiga faktor yang berpengaruh dalam proses muncul serta berkembangnya gerakan sosial pengemudi transportasi berbasis online atas permasalahan Permenhub Nomor 108 Tahun 2017. Faktor tersebut meliputi struktur kesempatan politik yang menunjukan adanya akses keterbukaan terhadap sistem politik, lalu proses framing yang digunakan untuk membingkai isu serta klaim identitas sebagai modal pendorong dalam melakukan penolakan, serta mobilisasi sumberdaya menunjukan bahwa peran aktor gerakan sosial untuk menggerakan sumberdaya internal yang dapat dimobilisasi kedalam gerakan sosial.
English Abstract
This study aims to see how the processes and strategies in social movements carried out by the driver’s online-based transportation of rejection to the Transportation Minister Regulation Number 108 Year 2017 in DKI Jakarta. Transportation Minister Regulation Number 108 Year 2017 is a regulation issued by the Ministry of Transportation to regulate online-based transportation. However, this regulation was rejected by the driver’s online-based transportation because it was considered burdensome for them. Social movements carried out by the driver’s online-based transportation are considered an effective force in the effort to reject the regulation. In this study using social movement theory to analyze the processes and strategies of social movements in achieving their goals. The research method is to use descriptive qualitative, so the problems discussed can be analyzed in depth. For the determination of informants using purposive techniques, then for data collection methods include primary data (interviews) and secondary data (documentation). The results of this study show three factors that influence the process of emerging and the development of driver’s online-based transportation social movements over the issue of Transportation Minister Regulation Number 108 Year 2017. These factors include the structure of political opportunity which shows the existence of access to openness to the political system, and then the framing process is used to frame issues and identity claims as the driving capital for refusing, and resource mobilization shows that the role of social movement actors is to mobilize internal resources that can be mobilized into social movements.
