Abstract

Pada tahun 2015, Gerakan Boycott, Divestment, Sanction (BDS) mengklaim bahwa kampanye transnasional pertama mereka yaitu Derail Veolia/Alstom telah mencapai keberhasilan karena berhasil menghentikan hubungan kerjasama antara Perusahaan Veolia dengan pihak Israel dalam pembangunan kereta cepat di Yerusalem. Keberhasilan kampanye ini menunjukkan bahwa Gerakan BDS telah mengalami perkembangan dan menjadi salah satu gerakan masyarakat sipil internasional yang berpengaruh dan turut andil dalam membentuk konflik Israel – Palestina dalam hubungan internasional. Penelitian ini menggambarkan proses aktivisme transnasional yang dilakukan oleh Gerakan BDS dari wilayah Palestina (level lokal) ke level internasional hingga dapat bertransformasi menjadi gerakan masyarakat sipil internasional. Dalam menggambarkan proses ini, penulis menggunakan teori dari Sidney Tarrow yaitu teori enam proses perlawanan transnasional. Melalui teori ini, penulis mengamati tahapan yang dilakukan Gerakan BDS dalam menggeser perlawanan dari level lokal ke level internasional yang ditandai dengan dibentuknya kampanye transnasional Derail Veolia/Alstom, melalui enam tahap. Enam tahap tersebut adalah global issue framing, internalization, diffusion, scale shift, externalization, dan transnational coalition forming.

English Abstract

In 2015, Boycott, Divestment, Sanction Movement claimed that their first transnational campaign that is Derail Veolia/Alstom had succeeded in stopping cooperative relationship between Veolia Company and the Israeli side in the construction of Jerusalem Light Rail in Jerusalem. The success of this campaign shows that BDS Movement has developed and became one of influential international civil society movement in shaping Israel – Palestine conflict in international relations. This research describes the process of transnational activism carried out by the BDS Movement from the Palestinian territories (local level) to international level so it can transform into an international civil society movement. In describing this processes, I use Sidney Tarrow’s theory of the six processes of transnational contention. Through this theory, I observe the stages carried out by the BDS Movement in shifting contention from local level to international level which is marked by the formation of Derail Veolia/Alstom transnational campaign, through six stages. These six stages are global issue framing, internalization, diffusion, scale shift, externalization, and transnational coalition forming.
