Abstract

Amerika Serikat merupakan salah satu negara donor terbesar di Afganistan. Kerjasama dan bantuan luar negeri meningkat pasca tragedi 9/11 yang dilakukan oleh Al-Qaeda. Setelah berhasil meruntuhkan rezim Taliban, Amerika Serikat membantu Afganistan pada sektor militer dan keamanan serta perbaikan kualitas pemerintahan. Afganistan merupakan negara penerima donor terbesar dan merupakan negara prioritas Amerika Serikat dalam bantuan luar negeri. Melalui official development assistance (ODA), Amerika Serikat berkomitmen untuk membangun kembali Afganistan melalui program-program pada bidang keamanan dan perdamaian, ekonomi, pembangunan, politik dan pemerintahan, kemanusiaan serta pendidikan. Penelitian ini menggunakan konsep Aid Allocation Motives milik Maria Andersson yang memiliki enam variabel dalam meneliti latarbelakang motif Amerika Serikat memberikan bantuan kepada Afganistan. Bantuan luar negeri Amerika Serikat kepada Afganistan memiliki motif ideologi yang bertujuan untuk menjaga kestabilan pemerintahan Afganistan dari ancaman Taliban dan untuk membentuk tatanan pemerintahan yang serupa dengan Barat.

English Abstract

The United States is one of the largest donor countries in Afghanistan. Cooperation and foreign aid between both countries are increased after the 9/11 tragedy carried out by Al-Qaeda. After successfully overthrowing the Taliban regime, the United States is helping Afghanistan in the military and security, also improved the quality of government. Afghanistan is the largest recipient country of donors and United States priority country for foreign aid. Through the official development assistance (ODA), The United States is committed to rebuilding Afghanistan through programs in the fields of security and peace, economics, development, politics and government, humanitarian and education. This research uses the concept of Aid Allocation Motives belonging to Maria Andersson which has six variables to find the background of the motives of the United States provide aid to Afghanistan. United States foreign aid to Afghanistan has ideology motives that aim to maintain the stability of the Afghan government from the threat of the Taliban and to form a government order that similar with West’s order.
