Abstract
Hutan Negara Kalibiru merupakan bagian dari wilayah perbukitan menoreh dimana juga terdapat waduk sermo di bagian tengah perbukitan. Sumber daya alam hayati berupa kayu dan tanaman produksi menjadi komoditas petani hutan di wilayah Kalibiru. Penelitian ini dilakukan untuk melihat proses inisiasi masyarakat untuk melakukan Gerakan karena adanya perbedaan perspektif dari masyarakat terhadap kebijakan yang dijalankan oleh pemerintah dalam memberikan status hutan negara yang awalnya hutan produksi menjadi hutan lindung. Permasalahan muncul dari terbatasnya ruang gerak masyarakat untuk memanfaatkan sumber daya hutan dan tekanan ekonomi yang semakin menurunkan pendapatan masyarakat. Fokus dari dilakukannya penelitian ini adalah untuk melihat keberhasilan kelompok tani hutan kemasyarakatan mandiri dalam membentuk kelompok untuk memberikan respon terhadap kebijakan yang diterapkan oleh pemerintah. Dalam melakukan penelitian, penulis menggunakan metode pengumpulan data dengan cara melakukan wawancara dan studi pustaka dari berbagai sumber seperti, jurnal, buku, dan arsip dokumen. Jenis penelitian ini adalah kualitatif deskriptif, oleh karena itu peneliti mendeskripsikan permasalah mulai dari keadaan ketika hutan negara Kalibiru masih berstatus hutan produksi sampai menjadi hutan lindung, serta konflik yang terjadi di dalam masyarakat hingga dapat membentuk kelompok tani hutan kemasyarakatan, sampai akhirnya mampu mengelola jasa lingkungan wisata alam Kalibiru yang dapat meningkatkan ekonomi masyarakat sekitar. Hasil dari penelitan ini adalah dapat memperjelas dasar kebijakan yang diterapkan oleh pemerintah dan mengetahui dampat pengelolaan lingkungan dan ekonomi dapat dilaksakan secara bersamaan dan saling bermanfaat karena pendekatan ekologi.
English Abstract
Kalibiru State Forest is part of the Menoreh hilly region where there is also a Sermo Reservoir in the middle of the hills. Biological natural resources in the form of wood and production plants become a commodity of forest farmers in the Kalibiru region. This research was conducted to see the process of community initiation to carry out the Movement because of differences in the perspective of the community towards the policies implemented by the government in giving the status of state forests that were originally production forests into protected forests. Problems arise from the limited space for people to use forest resources and economic pressures that further reduce community incomes. The focus of this research is to look at the success of independent community forest farmer groups in forming groups to respond to policies implemented by the government. In conducting research, the authors use the method of data collection by conducting interviews and literature studies from various sources such as journals, books, and document archives. This type of research is descriptive qualitative, therefore researchers describe problems ranging from conditions when the state forests of Kalibiru are still in the status of production forests to become protected forests, as well as conflicts that occur within the community to form community forest farmer groups, until finally being able to manage environmental services Kalibiru nature tourism which can improve the economy of the surrounding community. The results of this research are able to clarify the basis of policies adopted by the government and know the impact of environmental and economic management can be carried out simultaneously and mutually beneficial because of the ecological approach.
