Abstract

Pertanian organik merupakan jawaban atas revolusi hijau yang digalakkan pada tahun 1960-an yang menyebabkan berkurangnya kesuburan tanah dan kerusakan lingkungan akibat pemakaian pupuk dan pestisida kimia yang tidak terkendali. Dalam penerapan pertanian organik terdapat tantangan, karena pertanian organik mempunyai persyaratan khusus mengenai safety, sesuai dengan empat prinsip (kesehatan, ekologi, keadilan, perlindungan) pertanian organik. Oleh karena itu diperlukan dukungan pemerintah yang mempunyai wewenang. Jika tidak pengembangan organik masih menjadi kendala (Poulston dan Kwong Yiu, 2011). Desa Beji dan Desa Mojorejo merupakan desa yang berada di Kecamatan Junrejo yang telah mengikuti program Batu Go Organic dari Dinas Pertanian Kota Batu sejak tahun 2016 dengan memilih beberapa komoditas untuk di kawasan percontohan. Program pertanian organik yang sudah berjalan selama kurang lebih satu tahun masih terdapat berbagai kendala dalam pelaksanaannya. Kendala tersebut terkait pemakaian pestisida kimia, bantuan yang belum datang tepat waktu dan perbedaan harga pasar untuk produk pertanian organik dan produk pertanian konvensional. Hal itu menyebabkan turunnya semangat petani untuk terus menerapkan sistem pertanian organik dan lebih memilih menerapkan sistem yang dirasa akan lebih menguntungkan secara ekonomi. Penelitian ini bertujuan untuk : (1) mendeskripsikan hasil evaluasi lahan pertanian organik di Desa Beji dan Desa Mojorejo; (2) mendeskripsikan pelaksanaan program Batu Go Organic di Desa Beji dan Desa Mojorejo; (3) mendeskripsikan keberlanjutan pelaksanaan program Batu Go Organic di Desa Beji dan Desa Mojorejo. Metode penelitian yang digunakan dalam penelitan ini adalah metode survei. Pengumpulan data yang dilakukan pada penelitian ini adalah dengan menggunakan kuesioner, melakukan wawancara, melakukan observasi dan dokumentasi. Metode penentuan sampel yang dilakukan dalam penelitian ini adalah dengan menggunakan teknik sensus dikarenakan total jumlah responden kurang dari 100 orang. Metode analisis yang dilakukan yaitu dengan metode deskriptif yang bertujuan utuk memperoleh informasi – informasi mengenai keadaan saat ini dan melihat kaitan antara variabel – variabel yang ada. Penelitian ini tidak menguji hipotesa, melainkan untuk mendeskripsikan informasi terkait pelaksanaan program Batu Go Organic di Desa Beji dan Desa Mojorejo. Hasil penelitian didapatkan bahwa Program Batu Go Organic yang telah dilaksanakan di Desa Beji dan Desa Mojorejo dimulai pada awal tahun 2016. Di Desa Beji, petani yang mengikuti program pertanian organik sebanyak 10 orang, sedangkan di Desa Mojorejo petani yang mengikuti program sebanyak 13 orang. Target luas kawasan organik dalam program adalah seluas 10 Ha atau 100.000 m2. Desa Beji masih belum mencapai target luas kawasan organik yaitu seluas 67.530 m2. Sama seperti Desa Beji, Desa Mojorejo juga masih belum mencapai target luas kawasan organik yaitu seluas 52.920 m2. Pelaksanaan program pertanian organik di Desa Beji maupun Desa Mojorejo masih terdapat banyak kendala yang terjadi dalam pelaksanaan program yang diterapkan di kedua desa tersebut. Penerapan dan Budidaya Organik di Desa Beji sebesar 67,43%, sedangkan di Desa Mojorejo sebesar 62,49%. Sosialisasi di Desa Beji direspon petani sebesar 77,5% lebih tinggi dibandingkan dengan Desa Mojorejo yaitu sebesar 72,85%. Aspek selanjutnya yaitu pemberian insentif dimana para petani di Desa Beji merespon dengan presentase sebesar 66,14% lebih tinggi dibandingkan dengan Desa Mojorejo yang sebesar 63,73%. Aspek terakhir yaitu pemasaran hasil pertanian organik dimana para petani di Desa Beji merespon sebesar 60,43%, sedangkan di Desa Mojorejo sebesar 54,52%. Keberlanjutan program Batu Go Organic yang dilaksanakan di Desa Beji dan Desa Mojorejo mendapatkan respon setuju oleh petani dengan presentase sebesar 78,25% di Desa Beji dan 76,33% di Desa Mojorejo. Hal tersebut menunjukkan jika program Batu Go Organic masih cukup layak untuk dilanjutkan meskipun masih terdapat beberapa kendala yang perlu diperbaiki.

English Abstract

Organic agriculture is the answer to the green revolution that was promoted in the 1960s which caused a reduction in soil fertility and environmental damage due to uncontrolled use of chemical fertilizers and pesticides. In the application of organic agriculture there are challenges, because organic agriculture has special requirements regarding safety, in accordance with the four principles (health, ecology, justice, protection) of organic agriculture. Therefore government support that has authority is needed. If not organic development is still an obstacle (Poulston and Kwong Yiu, 2011). Beji Village and Mojorejo Village are villages in the District of Junrejo that have participated in the Batu Go Organic program from the Batu City Agriculture Office since 2016 by selecting several commodities in the pilot area. The organic farming program that has been running for about a year still has various obstacles in its implementation. These constraints are related to the use of chemical pesticides, assistance that has not yet arrived on time and differences in market prices for organic agricultural products and conventional agricultural products. This has led to a decline in the spirit of farmers to continue to implement organic farming systems and prefer to implement a system that is felt to be more economically profitable. This study aims to: (1) describe the results of evaluation of organic farms in Beji Village and Mojorejo Village; (2) describe the implementation of the Batu Go Organic program in Beji Village and Mojorejo Village; (3) describe the sustainability of the implementation of the Batu Go Organic program in Beji Village and Mojorejo Village. The research method is using survey research methods. Data collection carried out in this study is to use questionnaires, conduct interviews, make observations and documentation. The method of determining the sample carried out in this study was using census techniques because the total number of respondents was less than 100 people. The method of analysis carried out is descriptive method that aims to obtain information about the current situation and see the relationship between the variables that exist. This research does not test the hypothesis, but rather describes the information related to the implementation of the Batu Go Organic program in Beji Village and Mojorejo Village. The result of the research shows that Batu Go Organic Program that has been implemented in Beji Village and Mojorejo Village started at the beginning of 2016. In Beji Village, farmers participated in organic farming program as many as 10 people, while in Mojorejo Village, 13 people participated in the program. The target area of organic area within the program is an area of 10 Ha or 100,000 m2. Beji village still has not reached the target area of organic area of 67,530 m2. Just like Beji Village, Mojorejo Village also still has not reached the target area of organic area is 52.920 m2. The implementation of organic farming program in Beji Village and Mojorejo Village has been running well although there are many obstacles in the implementation of the programs implemented in both villages. Application and Organic Cultivation in Beji Village amounted to 67.43%, while in Mojorejo Village amounted to 62.49%. The socialization in Beji Village was responded by 77,5% higher than Mojorejo Village which was 72,85%. The next aspect is the provision of incentives where the farmers in Beji Village responded with a percentage of 66.14% higher than the Mojorejo Village which amounted to 63.73%. The last aspect is the marketing of organic agricultural products where the farmers in Beji Village responded by 60.43%, while in Mojorejo village was 54.52%. The continuation of the Batu Go Organic program implemented in Beji and Mojorejo villages received a response agreed by farmers with percentage of 78.25% in Beji Village and 76.33% in Mojorejo Village. This indicates of the program has still feasible enough to continue although there are still some obstacles that need to be improved.
