Abstract

Era revolusi industri 4.0 yang berkembang saat ini membuat teknologi informasi dan komunikasi menjadi suatu kebutuhan utama bagi sebagian masyarakat. Oleh karena itu, inovasi yang dapat dilakukan pemerintah di dalam pelayanan harus bersifat modern serta berbasis teknologi informasi dan komunikasi. Salah satunya adalah dengan penerapan smart city. Pemerintah Kota Batu melakukan inovasi yang mendukung konsep smart city melalui Batu Among Tani Teknologi. Jenis penelitian yang digunakan adalah penelitian deskriptif dengan pendekatan kualitatif dengan dua fokus penelitian yaitu: 1) Inovasi Batu Among Tani Teknologi (BATT) melalui Konsep Smart City, dimana hal tersebut dapat dilihat dari: a) Penerapan Batu Among Tani Teknologi dalam mendukung konsep smart city; b) Inovasi produk layanan; c) Inovasi proses layanan; d) Inovasi metode pelayanan; e) Inovasi sistem; 2) Faktor pendukung dan penghambat dalam penerapan Batu Among Tani Teknologi (BATT). Jenis dan sumber data dalam penelitian ini adalah data primer yang diperoleh dari informan serta data sekunder yang diperoleh dari dokumen-dokumen. Metode analisis yang digunakan adalah model analisis Creswel dan Force Field Analysis untuk menganalisis faktor pendukung dan penghambat. Hasil dari penelitian ini menjelaskan bahwa inovasi Batu Among Tani Teknologi (BATT) merupakan inovasi yang dilakukan Pemerintah Kota Batu untuk mendukung konsep smart city, khususnya pada smart economy dan smart governance. Terdapat tiga produk inovasi dalam BATT yaitu aplikasi Among Tani untuk para petani, Among Kota untuk memberi informasi seputar Kota Batu kepada masyarakat umum khususnya para wisatawan dan Among Warga dijadikan sebagai media bagi masyarakat Kota Batu untuk menyampaikan permasalahan yang terjadi di Kota Batu. Tiga aplikasi tersebut masing-masing memilki inovasi proses yang berbeda sesuai dengan tujuan dan yang ingin dicapai. Sementara itu pada inovasi metode pelayanan, BATT memanfaatkan ICT melalui aplikasi yang berbasis android pada smartphone. Inovasi sistem pelayanan juga dilakukan dalam inovasi BATT karena melibatkan beberapa stakeholder yaitu Pemerintah Kota Batu khususnya Diskominfo sebagai leading sector dan beberapa dinas lain yang terintegrasi dalam aplikasi Among Warga, pengelolaan oleh pihak swasta melalui PT. Lintasarta serta masyarakat sebagai sasaran dari inovasi tersebut. Penerapan BATT telah membawa perubahan Kota Batu dalam hal pengelolaan berbasis smart city namun masih belum berjalan efektif karena masih rendahnya partisipasi masyarakat, kerjasama bersama pihak swasta yang bersifat build transfer operate dan aplikasi yang masih belum berjalan maksimal.

English Abstract

The Fourth Industrial Revolution that is developing at this time makes information and communication technology a major requirement for some people. Therefore, innovations that can be carried out by the government in services must be modern and based on information and communication technology. One of them is the application of smart city. The Batu City Government innovates in support of the smart city concept through Batu Among Tani Teknologi. The type of research used is descriptive research with a qualitative approach with two research focuses, namely: 1) Batu Among Tani Teknologi (BATT) innovation through the Smart City Concept, where it can be seen from: a) Implementation of Batu Among Tani Technology in supporting the smart city concept ; b) Service product innovation; c) Service process innovation; d) Service method innovation; e) System innovation; 2) Supporting and inhibiting factors in the application of Batu Among Tani Teknologi (BATT). The types and sources of data in this study are primary data obtained from informants as well as secondary data obtained from documents. The analytical method used is Creswel's analysis model and Force Field Analysis to analyze supporting and inhibiting factors. The results of this study explain that the innovation of Batu Among Tani Teknologi (BATT) is an innovation made by the Batu City Government to support the concept of smart city, especially in smart economy and smart governance. There are three innovation products in the BATT namely the Among Tani application for farmers, Among Kota to provide information about Batu City to the general public, especially tourists and Among Warga as a media for the people of Batu City to convey the problems that occur in Batu City. The three applications each have different process innovations according to the goals and objectives to be achieved. Meanwhile on the innovation of service methods, BATT utilizes ICT through an android-based application on a smartphone. Service system innovation was also carried out in the BATT innovation because it involved several stakeholders, namely the Batu City Government, especially Diskominfo as the leading sector and several other agencies integrated with Among Warga applications, managed by the private sector through PT. Lintasarta and the community as the target of the innovation. The implementation of the BATT has brought changes in Batu City in terms of smart city-based management but is still not effective due to the low level of community participation, cooperation with the private sector that is build transfer operate and applications that are still not running optimally.
