Abstract
Becak merupakan salah satu moda transportasi paratransit yang memiliki keunggulan dalam mendukung keberlanjutan sistem transportasi di Kecamatan Klojen Kota Malang. Akan tetapi, penyediaan angkutan becak yang tidak sesuai dengan kebutuhan masyarakat di Kecamatan Klojen menyebabkan masyarakat merasa kurang puas dengan pelayanan yang diberikan. Tujuan penelitian ini adalah merumuskan rekomendasi peningkatan kinerja angkutan becak di Kecamatan Klojen Kota Malang. Metode analisis yang digunakan untuk mengetahui kinerja operasional becak adalah analisis deskriptif evaluatif, sedangkan untuk mengetahui kinerja pelayanan becak digunakan analisis Importance Perfomance Analysis (IPA), kemudian disusun arahan peningkatan kinerja operasional dan kinerja pelayanan becak menggunakan analisis Quality Function Deployment (QFD). Hasil analisis deskriptif evaluatif menunjukkan beberapa variabel kinerja operasional becak belum memenuhi standar yang ada yaitu kecepatan rata-rata becak 4,88 km/jam, jarak pelayanan rata-rata 1,25 km/jam, serta waktu operasional 7-9 jam/hari. Hasil analisis IPA menunjukkan 6 atribut pelayanan berada di kuadran I yang menjadi prioritas perbaikan antara lain pengemudi becak mengenakan seragam dalam melayani penumpang, tarif untuk menaiki angkutan becak terjangkau, pengemudi becak pada peraturan lalu lintas dan kesesuaian rute yang disepakati, kondisi angkutan becak yang beroperasi kuat dan aman, angkutan becak mudah diperoleh, serta angkutan becak mengantarkan penumpang ke tujuan secata tepat waktu. Hasil analisis Quality function Deployment (QFD), didapatkan 6 respon teknis yang dapat dilakukan untuk perbaikan atribut pelayanan tersebut dengan urutan prioritas arahan antara lain 1. Pembuatan kebijakan penyelenggaraan angkutan becak, 2. Penetapan zona/wilayah operasional becak, 3. Penyediaan jalur khusus becak, 4. Pengaturan becak melalui pendekatan 3E (Engineering, Education, Enforcement), 5. Pemberian teknologi argometer pada becak, 6. Pengadaan seragam pengemudi becak.
English Abstract
Becak is one of the modes of paratransit transportation that has an advantage in supporting the sustainability of the transportation system in Klojen District, Malang City. However, the provision of pedicab transport that is not in accordance with the needs of the community in Klojen Subdistrict causes the community to feel less satisfied with the services provided. The purpose of this study was to formulate recommendations for improving the performance of pedicab transport in Klojen Sub-District, Malang City. The analytical method used to determine the operational performance of pedicabs is evaluative descriptive analysis, while to know the service performance of pedicabs used Importance Performance Analysis (IPA) analysis, then directives are made to improve operational performance and service performance of becak using Quality Function Deployment (QFD) analysis. The evaluative descriptive analysis results showed several variables on the operational performance of pedicabs not meeting existing standards, among others, the average speed of the becak 4.88 km / h, the average service distance of 1.25 km / h, and the operational time of 7-9 hours / day. The results of the IPA analysis show that 6 service attributes are in quadrant I, which are priority improvements, among others, pedicab drivers wearing uniforms in serving passengers, tariffs for riding affordable rickshaw transports, pedicab drivers on traffic regulations and agreed route conformity, strong pedicab operating conditions and safe, pedicab transportation is easily available, and pedicab transports passengers to their destination on time. The analysis of Quality function Deployment (QFD) results in 6 technical responses that can be done to improve the service attributes with the priority order of directions, among others: 1. Making policy on the implementation of pedicab transport, 2. Determining zones / operational areas of pedicabs, 3. Provision of special rickshaw lanes , 4. Arrangement of rickshaws through a 3E approach (Engineering, Education, Enforcement), 5. Provision of meter technology on rickshaws, 6. Procurement of pedicab driver uniforms.
