Abstract

Masalah pengangguran merupakan masalah yang dihadapi oleh setiap negara, demikian pula yang terjadi di Indonesia, masalah pengangguran dan tenaga kerja di Indonesia masih menjadi persoalan yang perlu disikapi secara serius. Berdasarkan Badan Pusat Statistik (2015) melansir data mengenai kondisi tenaga kerja di Indonesia. Tingkat Pengangguran Terbuka (TPT) Februari 2015 sebesar 5,81 persen meningkat dibandingkan Tingkat Pengangguran Terbuka (TPT) Februari 2014 (5,70 persen). Berdasarkan data tersebut, pada Februari 2015, penduduk bekerja masih didominasi oleh mereka yang berpendidikan SD ke bawah sebesar 45,19 persen, sementara penduduk bekerja dengan pendidikan Sarjana ke atas hanya sebesar 8,29 persen. Angka pengangguran menurut data Badan Pusat Statistik (BPS) tersebut tentunya dapat menimbulkan masalah sosial yaitu kemiskinan. Diperlukan beberapa solusi nyata untuk menekan permasalahan sosial yang timbul karena tingginya tingkat pengangguran akibat terbatasnya lahan pekerjaan. Salah satu cara untuk mengatasi permasalahan sosial yang menjadi perhatian besar negara-negara berkembang termasuk Indonesia adalah mengembangkan kewirausahaan sosial atau popular dengan nama social entrepreneurship. Penerapan social entrepreneurship ditunjukkan salah satunya dengan pembentukan Kampung Es Krim. Kampung Es Krim dibentuk karena adanya potensi warga RT 02 RW 03 Desa Tamanharjo, Dusun Damean, Kecamatan Singosari yang mampu memproduksi es krim. Baik es krim putar maupun es krim tradisional. Selain itu juga dilihat karena ada sebagian masyarakat Desa Tamanharjo ini yang menjadi pengangguran. Kampung Es Krim ini bertujuan untuk pemberdayaan masyarakat agar perekonomian masyarakat meningkat. Pendiri Kampung Es Krim ini yaitu Bapak Rohmad Basuki. Beliau membranding Desa Tamanharjo menjadi Kampung Es Krim. Berbekal dari keahliannya dalam marketing online, kemudian di jual es krim tersebut melalui media sosial. Ternyata tanggapan dari pasar atas es krim buatannya itu cukup bagus. Penelitian ini memiliki tujuan yaitu untuk mendeskripsikan pelaksanaan program pemberdayaan masyarakat Kampung Es Krim, mendeskripsikan social entrepreneurship dalam pemberdayaan masyarakat Kampung Es Krim, serta dampak bagi masyarakat adanya program pemberdayaan masyarakat Kampung Es Krim. Penelitian dilakukan di Desa Tamanharjo, Kabupaten Malang. Jenisii penelitian yang digunakan dalam penelitian ini adalah penelitian bersifat deskriptif dengan pendekatan kualitatif yaitu dengan menjelaskan social entrepreneurship dalam Pemberdayaan Masyarakat di Kampung Es Krim di Desa Tamanharjo, Kabupaten Malang. Informan dalam penelitian kualitatif menggunakan teknik purposive sampling. Teknik pengumpulan data dengan menggunakan data primer yang diperoleh dari kegiatan observasi, wawancara dan dokumentasi. Metode analisis data yang digunakan dalam penelitian ini yakni pengumpulan data, reduksi data, penyajian data, dan verifikasi data. Teknik keabsahan data yang digunakan dalam penenelitian ini adalah triangulasi sumber data dan triangulasi teknik. Kesimpulan berdasarkan tujuan penelitian yaitu pelaksanaan program pemberdayaan masyarakat Kampung Es Krim di Desa Tamanharjo terdapat tiga kegiatan yaitu perencanaan, pelaksanaan dan evaluasi. Social Entrepreneurship dalam pemberdayaan masyarakat Kampung Es Krim dilihat dari 4 elemen yaitu social value, civil society, innovation dan economic activity. Dampak adanya pemberdayaan masyarakat Kampung Es Krim yaitu dampak ekonomi, sosial dan lingkungan. Dari hasil penelitian yang telah didapatkan, dapat dikemukakan beberapa saran dari penelitian ini diantaranya adalah sebagai Inisiator, pelaksanaan pemberdayaan masyarakat Kampung Es Krim harus tetap dijaga dengan baik dan berlanjut. Selain itu, semoga antusias masyarakat semakin bertambah. Sebagai masyarakat, inovasi dalam memproduksi es krim lebih ditingkatkan lagi agar pengunjung atau konsumen setiap minggunya semakin bertambah dan dapat meningkatkan pendapatan masyarakat. Peneliti selanjutnya, disarankan untuk menggali keberdayaan masyarakat Kampung Es Krim serta faktor-faktor yang mempengaruhi keberdayaan masyarakat Kampung Es Krim

English Abstract

The problem of unemployment is a problem faced by every country, and so it is in Indonesia, the problem of unemployment and labor in Indonesia is still a problem that needs to be addressed seriously. Based on the Central Bureau of Statistics (2015) launched data on the conditions of labor in Indonesia. The February 2015 Open Unemployment Rate (TPT) of 5.81 percent increased compared to the February 2014 Open Unemployment Rate (TPT) (5.70 percent). Based on these data, in February 2015, the working population was still dominated by those with under-elementary education of 45.19 percent, while the population working with an undergraduate education above was only 8.29 percent. The unemployment rate according to the Central Statistics Agency (BPS) data certainly can cause social problems, namely poverty. Some real solutions are needed to suppress the social problems that arise because of the high unemployment rate due to the limited work area. One way to overcome social problems that are of great concern to developing countries including Indonesia is to develop social entrepreneurship or popularly known as social entrepreneurship. The application of social entrepreneurship is shown by one of them by the establishment of an ice cream village. The ice cream village was formed because of the potential of residents of RT 02 RW 03 Tamanharjo Village, Damean Hamlet, Singosari District who were able to produce ice cream. Both rotary ice cream and traditional ice cream. In addition, it is also seen because there are some people in Tamanharjo Village who are unemployed. This ice cream village aims to empower the community so that the economy of the community increases. The founder of this ice cream village is Mr. Rohmad Basuki. He compared the Tamanharjo Village to a village of ice cream. Armed with his expertise in online marketing, then selling ice cream through social media. It turned out that the market response to the homemade ice cream was pretty good. This study has a purpose, namely to describe the implementation of an ice cream village community empowerment program, describing the impact for the community of the empowerment program of the ice cream village community and describing the supporting factors and inhibiting factors of the empowerment program of the ice cream village community. The study was conducted in Tamanharjo Village, Malang Regency. The type of research used in this study is descriptive research with a qualitative approach, namely by explaining Socialiv Entrepreneurship in Making Ice Cream in Tamanharjo Village, Malang Regency. Informants in qualitative research used purposive sampling technique. Data collection techniques using primary data obtained from observation, interviews and documentation. The data analysis method used in this study is data collection, data reduction, data presentation, and data verification. The data validity technique used in this research is triangulation of data sources. Conclusions based on the objectives of the study are the implementation of the community empowerment program for the ice cream village in Tamanharjo Village there are three activities, namely planning, implementation and evaluation. social Entrepreneurship in the empowerment of Ice Cream Village communities seen from 4 elements, namely social value, civil society, innovation and economic activity. The impact of empowering the village of ice cream communities is the economic, social and environmental impacts. From the results of the research that has been obtained, some suggestions from this study can be put forward as initiator, the implementation of empowerment of the ice cream village community must be maintained properly and continues. Besides that, hopefully the enthusiasm of the community will increase. As a community, innovation in producing ice cream is further increased so that visitors or consumers increase every week and can increase people's income. The next researcher, it was suggested to explore the empowerment of the community of Ice Cream Village and the factors that influence the empowerment of the community of Ice Cream Village.
