Abstract

Laju peningkatan produktivitas tebu dan hablur selama kurun waktu lima tahun terakhir masih jauh lebih rendah dari yang pernah dicapai pada kurun waktu 1930an. Produktivitas tebu hampir mendekati 140 ton/ha dan produktivitas hablur mendekati 18 ton/ha, jauh lebih tinggi dibandingkan dengan produktivitas tebu dan hablur saat ini yang hanya sekitar 78 ton tebu/ha dan 6 ton hablur/ha (P3GI, 2008). Berbagai program peningkatan industri gula sejak tahun 1950 hingga saat ini belum menunjukkan hasil yang memuaskan. Bahkan selama diberlakukannya Tebu Rakyat Intensifikasi (TRI) yang ditetapkan melalui INPRES No. 9 Tahun 1975, produktivitas tebu dan hablur justru terus mengalami penurunan dibandingkan dengan periode sebelumnya (Bambang, 2007). Desa Setonorejo merupakan salah satu desa di Kecamatan Kras Kabupaten Kediri yang memiliki potensi tinggi untuk usahatani tebu, sehingga kebanyakan masyarakat di desa Setonorejo adalah petani tebu. Dalam penelitian ini bertujuan untuk menganalisis tingkat efisiensi teknis menggunakan metode SFA (Stochastic Frontier Analysis) dengan menganalisis faktor-faktor produksi yang mempengaruhi usahatani tebu. Bendasarkan hasil analisis yang telah dilakukan, faktor produksi yang berpengaruh nyata terhadap produksi usahatani tebu pada taraf kepercayaan 95% adalah luas lahan, pupuk kimia, pupuk organik, pupuk tetes, jumlah tenaga kerja dan tingkat pendidikan. Secara rata-rata petani tebu di Desa Setonorejo, Kecamatan Kras, Kabupaten Kediri sudah mencapai efisien secara teknis, karena mean efficiency yang diperoleh sebesar 0,8436, semakin angka efisiensi teknis mendekati angka 1 maka dapat dikatakan hasil rata-rata produksi tersebut semakin efisien secara teknis.

English Abstract

The rate of increase in sugarcane and crystal productivity over the past five years is still much lower than that achieved in the 1930s. Sugarcane productivity is almost close to 140 tons / ha and crystal productivity is close to 18 tons / ha, far higher than the current productivity of sugarcane and crystal which is only about 78 tons of sugarcane / ha and 6 tons of sugarcane / ha (P3GI, 2008). Various programs to improve the sugar industry since 1950 have not yet shown satisfactory results. Even during the enactment of Intensified Folk Sugar Cane (TRI) stipulated through INPRES No. 9 In 1975, sugar cane and crystal productivity continued to decline compared to the previous period (Bambang, 2007). Setonorejo village is one of the villages in Kras Subdistrict, Kediri Regency which has high potential for sugarcane farming, so most people in Setonorejo village are sugar cane farmers. In this study aims to analyze the level of technical efficiency using the SFA (Stochastic Frontier Analysis) method by analyzing the production factors that affect sugarcane farming. Based on the results of the analysis that has been done, the production factors that have a significant effect on the production of sugarcane farming at the 95% level of confidence are land area, chemical fertilizers, organic fertilizers, fertilizer drops, number of workers and education level. On average sugar cane farmers in Setonorejo Village, Kras Subdistrict, Kediri Regency have achieved technical efficiency, because the mean efficiency obtained is 0.8436, the more the technical efficiency figures are close to 1, it can be said that the yields of production are more efficiently technical
