Abstract
PT. Mekar Sempurna adalah salah satu pemasok PT. Pertamina Hulu Energi yang merupakan perusahaan spesialis pekerjaan jasa konstruksi bagian persiapaan serta jasa penunjang lainya untuk sumur eksplorasi. Pekerjaan yang dilakukan perusahaan selama ini berisi tentang pelaksanaan persiapan untuk sumur pengeboran. Perusahaan sering mengalami keterlambatan dalam penyelesaian proyek. Dalam pengerjaan proyek-proyek tersebut selama ini, perusahaan hanya berpedoman pada pengalaman dan deadline yang di berikan oleh pihak pemberi tender dan digunakan sebagai alat untuk memantau proyek saat proyek sedang berjalan sehingga penyelesaian proyek kerap terlambat. Dari 5 proyek yang sudah dikerjakan, 3 proyek mengalami keterlambatan, hal ini dikarenakan setiap proyek meiliki luas lahan yang berbeda sehingga perusahaan tidak bisa menjadwalkan proyek dengan efektif dan efisien. Selain itu, perencanaan sumber daya manusia sulit dilakukan karean luas lahan proyek yang berbeda, sehingga kebutuhan sumber daya manusia dalam pelaksanaan proyek sangat tidak menentu dan fluktuatif yang menyebabkan perusahaan sering mengalami kekurangan sumber daya. Dilakukannya penjadwalan proyek serta perencanaan sumber daya manusia akan membantu perusahaan mengetahui informasi tentang jadwal rencana, perkembangan proyek, dan sumber daya yang dibutuhkan untuk mengatasi permasalahan yang dialami perusahaan selama ini. Penelitian ini menerapkan metode PERT dan resource levelling dengan mengidentifikasi dan menetapkan urutan pengerjaan aktivitas proyek, kemudian membuat dan menentukan network diagram berbasis Activity on Node (AON) dan jalur kritis dari aktivitas proyek. Setelah itu menghitung durasi waktu pengerjaan proyek dengan metode PERT dan melakukan perataan sumber daya manusia. Hasil penilaian metode PERT dan resource levelling dapat digunakan sebagai dasar penjadwalan proyek. Terdapat tujuh aktivitas dalam jalur kritis yaitu Cut and fill, Hamparan Batuan Trass, Test CBR lapangan, Pembuatan Ground pit dan Buffer zone, Pemasangan Plastik HDPE Ground pit, Dokumentasi dan Laporan, AS Built Drawing dan Laporan Akhir. Hasil dari penjadwalan dengan metode PERT adalah 222 hari, sedangkan durasi pengerjaan proyek secara aktual di lapangan membutuhkan waktu selama 238 hari. Untuk permasalahan sumber daya manusia hasil dari pemerataan sumber daya / resource leveling diperoleh durasi penyelesaian proyek tidak berubah, dan juga mengurangi penggunaan SDM, sehingga kebutuhan akan SDM tidak melebihi dari yang tersedia
English Abstract
PT. Mekar Sempurna is one of PT. Pertamina Hulu Energi supplier that engaged in Oil Well Exploraton construction services. This company focuses on the preperation of drilling well site. The companies often experience delays in project completion. While working on these projects so far, the company is only guided by experience and deadlines which are given by the users as monitoring tools with the result that the project completion is often late. From the 5 projects that have been done, 3 projects ar experiencing delays, the reason for this delays is that every project had a difference in total land area mass, which results in the schedulling process cannot be done effectively and efficiently. Furthermore the difference in total land area mass causing human resource planning dificult to do, so that the human resource requirment is very fluctuating causing the company having deficiency in resources. Project schedulling and human resource planning will help the company to find out information about the plan schedule, Project progress, and the recourses needed to resolve the issues experienced by the company so far. This research applies the PERT and resource levelling by identifying and determining the sequence of the project activitys, then creating netwok diagram based on activity on node (AON) and critical path of the project, followed by calculating the project duratioin with PERT method and then planning the human resources. PERT and Recource leveling results are used as a basis for appropriate method of project schedulling. There are seven activity in the critical path of the project : Cut and Fill, Trass Stone Overlay, Field CBR Test, Ground Pit and Buffer zone Construction, HDPE installaltion, Documentation and Report, AS Built Drawing and Final Report. The result of project schedulling using PERT is 222 days, meanwhile the actual duration of the project is 238 days. As for the result in human resources planning with resource leveling, the druration of project complition does not change, and the human resource requirement are reduce.
