Abstract

Konsumsi beras pada tingkat rumah tangga yang tinggi menyebabkan penetapan regulasi untuk mengatur dan menjaga stabilitas pasokan dan harga pangan. Salah satu upaya peningkatan kualitas padi dilakukan oleh pemerintah dengan pengembangan program pertanian organik. Komoditas pertanian seringkali memiliki risiko yang cukup tinggi. Maka dari itu risiko memerlukan pengelolaan, yang disebut dengan manajemen risiko untuk menurunkan tingkat probabilitas ketidakpastian yang dapat menyebabkan kerugian atau kehilangan. Risiko dapat mengancam keseluruhan supply chain dari pemasok awal hingga konsumen yang harus dihadapi oleh setiap pelaku yang ada dalam rantai pasok. Berdasarkan uraian di atas, tujuan penelitian ini adalah: (1) Mengidentifikasi rantai pasok beras organik di lokasi penelitian; (2) Mengidentifikasi komponen risiko dan prioritas risiko yang dihadapi pada pelaku rantai pasok beras organik di lokasi penelitian; (3) Menentukan strategi untuk pengendalian komponen risiko prioritas pada setiap rantai pasok beras organik di lokasi penelitian. Responden dalam penelitian ini adalah seluruh pelaku rantai pasok kecuali konsumen yaitu petani, penggiling, dan paguyuban. Metode yang digunakan yaitu Fuzzy Failure Mode and Effect Analysis (FMEA) dan Analytical Hierarchy Process (AHP). Pelaku rantai pasok produk beras organik di Kecamatan Kepung yang terlibat langsung dengan konsumen maupun tidak antara lain petani, penggiling, dan paguyuban. Terdapat enam komponen risiko rantai pasok yang dihadapi oleh pihak petani, pada variabel produksi yaitu risiko mengenai kondisi tanah dan bahan organik sebagai prioritas risiko memiliki nilai FRPN sebesar 5,32 dan tergolong dalam kategori rendah-sedang (Low-Medium). Terdapat enam risiko rantai pasok yang dihadapi oleh penggiling, pada variabel Sumber Daya Manusia (SDM) yaitu risiko mengenai kurangnya minat tenaga kerja yang memiliki nilai FRPN sebesar 5,21 dan tergolong pada kategori rendah (Low). Terdapat lima komponen risiko rsiko rantai pasok yang dihadapi pihak paguyuban. Risiko prioritas yang dihadapi paguyuban yaitu risiko mengenai jumlah Sumber Daya Manusia (SDM) yang belum mencukupi, dengan nilai FRPN sebesar 6,51 dan tergolong pada kategori sedang (Medium). Strategi mitigasi risiko rantai pasok produk beras organik di Kecamatan Kepung dianalisis dengan menggunakan AHP. Penentuan strategi mitigasi dengan bobot 0,737 pada faktor kondisi tanah dan bahan organik, memiliki alternatif strategi yaitu sosialisasi dan edukasi pada bidang pertanian organik, dengan bobot 0,459. Untuk mencapai target Pemerintah Kabupaten Kediri maka perlu diadakan kegiatan aktif pada kelompok tani serta pelatihan teknis pertanian organik seperti penyuluhan mengenai pupuk hayati dan pupuk organik, serta olah tanah konservasi. Selain itu pembentukan demplot dapat dilakukan sebagai upaya pembelajaran bagi petani dengan penguatan kapasitas sumberdaya.

English Abstract

Consumption of rice at a high household level leads to the establishment of regulations to regulate and maintain supply stability and food prices. One of the attempts to improve rice quality is done by the government with the development of organic farming program. Agricultural commodities often have a high risk. Therefore, risk requires management, called risk management to reduce the probability of uncertainty that can cause loss. Risk can threaten the entire supply chain from initial suppliers to consumers. Uncertainty or risk is something that has to be faced by every participant in the supply chain. The objectives of this research are: (1) Identifying the supply chain of organic rice at the location of research; (2) Identifying risk components and risk priorities faced by organic rice supply chain participants at the location of research; (3) Determining strategies for controlling priority risk components in each supply chain of organic rice at the location of research. The respondents in this research were all agent of supply chain except consumers, which were farmers, rice milling, and associations. The methods used were Fuzzy Failure Mode and Effect Analysis (FMEA) and Analytical Hierarchy Process (AHP). The participant in the supply chain of organic rice products in Kepung Sub-district which were directly involved with consumers or not, were farmers, rice milling, and associations. There were six components of supply chain risk faced by farmers, in the production variable, namely the risk of soil conditions and organic matter as a risk priority which had a FRPN value of 5.32 and belonged to the low-medium category. There were six supply chain risks faced by rice milling, in the variable Human Resources (HR), namely the risk of lack of interest in the workforce which had a FRPN value of 5.21 and was classified as low. There were five components of supply chain risk faced by the association, namely the risk regarding the insufficient number of Human Resources (HR) to be a risk priority with a FRPN value of 6.51 and belonged to the medium category. Supply chain risk mitigation strategies for organic rice products in Kepung Sub-district by using AHP in determining mitigation strategies on soil and organic material factors with a weight of 0.737 with alternative strategies, were socialization and education in the field of organic agriculture which had a weight of 0.459. To reach the target of the Kediri Regency Government in making Kediri Regency, it is necessary to hold active activities on farmer groups as well as organic agricultural technical training such as counseling on bio-fertilizers and organic fertilizers, as well as conservation land. In addition, the establishment of demonstration plots can be performed as learning attempt for farmers by strengthening resource capacity.
