Abstract

Tenaga kerja sebagai sumber daya manusia merupakan aspek penting untuk melaksanakan suatu proses produksi pada industri manufaktur. Keterbatasan tenaga kerja yang memungkinkan untuk timbulnya kesalahan-kesalahan dapat berdampak pada efektifitas dan performansi dalam suatu industri manufaktur. Kesalahan kerja terjadi karena adanya interaksi yang buruk antara beberapa elemen seperti elemen manusia, elemen mesin, dan elemen lingkungan. Interaksi yang buruk antar elemen merupakan penyebab terjadinya kecelakaan kerja. Riwayat kecelakaan pada PT. Varia Usaha Beton Malang menunjukkan bahwa terdapat banyak risiko akibat kecelakaan yang menyebabkan kerugian langsung maupun tidak langsung seperti biaya pengobatan dan kompensasi, serta kerusakan sarana produksi. Keselamatan Kerja (K3) sendiri menurut PP Republik Indonesia No.50 Tahun 2012 adalah kegiatan yang ditujukan untuk menjamin dan melindungi tenaga kerja yang berkaitan dengan kesehatan dan keselamatan dengan upaya pencegahan kecelakaan kerja dan penyakit akibat kerja. Proses penerapan program K3 tidak pernah terlepas dari proses identifikasi bahaya dan pengendalian resiko. Untuk itu dilakukan analisis risiko metode Hazard Identification, Risk Assesment and Risk Control (HIRARC). Hasil identifikasi bahaya dengan metode HIRARC menemukan sebanyak 39 temuan bahaya yang berasal dari tiga jenis kegiatan pada divisi mekanik yaitu perbaikan dan pemeliharan kendaraaan (truck mixer dan wheel loader), mesin batching dan generator set. Hasil penilaian risiko menunjukan terdapat 3 macam risiko yaitu risiko tinggi sebanyak 54 (64,28%), risiko sedang sebanyak 14 (16,67%), dan risiko rendah sebanyak 16 (19,04%). Setelah melakukan penilaian risiko, tahap selanjutnya adalah melakukan pengendalian risiko untuk setiap hazard yang telah dikelompokan berdasarkan sumber bahayanya seperti sumber bahaya mesin, aliran listrik, lingkungan kerja, material dan peralatan dan zat kimia. Pengendalian risiko yang diberikan merupakan eliminasi, subtitusi, perancangan, administrasi dan penggunaan Alat Pelindung Diri (APD).

English Abstract

Labour as a human resource is an important aspect to carry out a production process in the manufacturing industry. Physical limitations of labour that allow for human errors have an impact on effectiveness and performance in a manufacturing industry. Work errors occur because of bad interactions between several elements such as human elements, machine elements, and environmental elements. Bad interactions between elements are the cause of workplace accidents. Accidents that have occurred at PT. Varia Usaha Beton Malang show that there are many risks due to accidents causing direct or indirect losses such as medical expenses and compensation, as well as damage to production facilities. Occupational Health and Safety (OHS) itself according to Peraturan Pemerintah Republik Indonesia No. 50 Tahun 2012 is an activity aimed at guaranteeing and protecting workers related to health and safety with the purpose of preventing workplace accidents and work-related diseases. The process of implementing the K3 program has never been separated from the process of identifying hazards and controlling risks. For this reason, risk analysis needed to be carried out by using the Hazard Identification, Risk Assessment and Risk Control (HIRARC) method. The results of hazard identification with the HIRARC method finds as many as 35 hazard findings from three types of activities in the mechanical division which include repair and maintenance on vehicles (mixer truck and wheel loader), batching machines and generator sets. The results of the risk assessment showed that there were 3 types of risks, which are high risk of 52 (68.42%), moderate risk of 10 (13.15%), and low risk of 14 (18.42%). After conducting risk assessment, the next step is to control risk for each hazard that has been grouped based on its sources such as engine hazards, electricity, work environment, materials and equipment and chemicals. Risk control provided are elimination, substitution, design, administration and use of PPE.
