Abstract
Pemerintah Kota Batu mencanangkan program “Batu Go Organic” pada tahun 2010 sebagai bentuk keprihatinan terhadap kerusakan lingkungan yang disebabkan oleh pertanian konvensional. Hasil evaluasi menunjukkan bahwa upaya pemerintah untuk merubah pola pikir petani menuju organik khususnya di kawasan pengembangan pertanian organik belum berhasil dilakukan. Kegagalan ini dimungkinkan terjadi akibat kegiatan penyuluhan yang dilakukan oleh penyuluh pertanian belum terlaksana dengan baik. Kegagalan penyuluhan biasanya terjadi akibat pola komunikasi yang cenderung searah dan tidak partisipatif. Kondisi ini menunjukkan bahwa komunikasi partisipatif pada kegiatan penyuluhan suatu program perlu dilakukan. Tujuan penelitian ini yaitu: (1) Mendeskripsikan komunikasi partisipatif pada kegiatan penyuluhan program, (2) Menganalisis hubungan kredibilitas penyuluh dengan pelaksanaan program, (3) Menganalisis hubungan komunikasi partisipatif dengan sikap petani, dan (4) Menganalisis hubungan sikap petani dengan niat petani. Penelitian ini menggunakan pendekatan kuantitatif dengan metode survei. Lokasi penelitian ditentukan secara sengaja (purposive) di Kecamatan Batu. Responden dalam penelitian ini dipilih menggunakan teknik pengambilan sampel jenuh (sensus). Analisis data dilakukan dengan analisis statistik deskriptif dan analisis korelasi rank spearman. Hasil penelitian menunjukkan bahwa komunikasi partisipatif pada penelitian ini tinggi, dengan uraian tingkat akses bagi petani tinggi, manajemen diri petani tinggi, partisipasi petani sedang atau cukup, dan tingkat dialogical pedagogy tinggi. Kredibilitas penyuluh yang berhubungan dengan komunikasi partisipatif adalah keakraban yang berhubungan positif dan cukup kuat serta kejujuran yang berhubungan positif namun lemah dengan komunikasi partisipatif. Komunikasi partisipatif berhubungan positif dengan sikap petani yang menganggap bahwa pertanian organik mampu menghemat biaya usahatani dan penerapan pertanian organik baik bagi petani. Sikap petani terhadap pertanian organik berhubungan positif dengan niat petani untuk menerapkan pertanian organik. Saran yang diberikan peneliti adalah pemerintah perlu: (a) menambah kapasitas dan jumlah penyuluh di lapangan untuk membimbing petani, (b) melakukan monitoring dan evaluasi secara rutin terhadap bantuan yang diberikan kepada petani, dan (c) meminimalisir pelaksanaan regulasi yang sering memindah tugaskan (mutasi) penyuluh.
English Abstract
The Government of Batu City launched the "Batu Go Organic" program in 2010 as a form of concern for environmental damage caused by conventional agriculture. The evaluation results show that the government's efforts to change the mindset of farmers towards organic, especially in the development area of organic farming have not been successfully carried out. This failure is possible due to the extension activities carried out by extension agent that have not been implemented properly. The failure of extension activities usually occurs due to communication patterns that tend to be in the same direction and not participatory. This condition shows that participatory communication in extension activities of a program needs to be known. The objectives of this study are: (1) Describe participatory communication in program extension activities, (2) Analyze the relationship between credibility of extension agents with program implementation, (3) Analyze the relationship of participatory communication with farmers' attitudes, and (4) Analyze the relationship between farmers' attitudes and farmers' intentions. This study uses a quantitative approach with survey methods. The research location was determined purposively in Batu District. Respondents in this study were selected using saturated sampling techniques (census). Data analysis was carried out by descriptive statistical analysis and Spearman rank correlation analysis. The results showed that participatory communication in this study was high, with a description of the level of access for farmers is high, self-management of farmers is high, moderate or sufficient farmer participation, and a high level of dialogical pedagogy. The credibility of extension agent that related to participatory communication is familiarity that is positively related and strong enough and trustworthiness that is positively related but weak with participatory communication. Participatory communication is positively related to the attitude of farmers who consider that organic farming can save farming costs and wise idea for farmers. The attitude of farmers towards organic farming is positively related to farmers' intention to implement organic farming. Suggestions given by researchers are that the government needs to: (a) increase the capacity and number of extension agents in the field to guide farmers, (b) carry out routine monitoring and evaluation of assistance provided to farmers, and (c) minimize the implementation of regulations that often shift assignments (mutation) extension agent.
