Abstract
Kelurahan Pantai Amal merupakan salah satu kelurahan yang berada di Kecamatan Tarakan Timur yang berada di pesisir pantai. Budidaya rumput laut di Kota Tarakan pertama kali diperkenalkan oleh Dinas Perikanan dan Kelautan bidang perikanan budidaya pada akhir tahun 2009 dan baru menarik minat warga pada pertengahan 2010, lokasi pertama yang dijadikan percobaan yaitu Pantai Amal karena hasil yang menjanjikan serta pada awalnya pihak Dinas Perikanan membantu untuk mencari investor yang mau membantu modal awal bagi warga sehingga banyak warga sekitar yang ikut tertarik mencoba budidaya rumput laut. Pemanfaatan budidaya rumput laut mampu merubah kehidupan masyarakat Pantai Amal, termasuk aset yang dimiliki. Aset yang dimaksud adalah aset penghidupan. Menurut DFID, 1999 aset penghidupan terdiri dari lima, yaitu aset sumber daya alam, aset sumber daya manusia, aset finansial, aset fisik serta aset sosial. Perubahan yang terjadi akibat adanya budidaya rumput laut tidak dapat di nilai dari satu aset saja, sehingga diperlukan cara untuk mengetahui menilai dari berbagai aset. Sehingga pada penelitian ini menggunakan keseluruhan aset penghidupan dengan masyarakat yang memiliki pekerjaan pada tahun 2009 dan 2019 adalah pembudidaya rumput laut sebagai responden. Analisis yang digunakan pada penelitian ini adalah analisis skoring yang disesuaikan dengan hasil observasi dalam bentuk skala likert dan menentukan tingkat keberlanjutan yang dapat dilihat dari luas pentagon masing-masing aset yang dimiliki responden. Sehingga pada hasil akhir penelitian ini dapat diketahui bahwa pada tahun 2009 rata-rata masyarakat Pantai Amal memiliki status belum berkelanjutan dan pada tahun 2019 meningkat menjadi cukup berkelanjutan.
English Abstract
Pantai Amal village is an administrative village located in coastal area of Tarakan Timur. Seaweed cultivation in Tarakan was first introduced by Department of Fisheries and Marine Affairs in aquaculture at the end of 2009 and attracted resident’s interest in mid-2010, the first location to be used as an experiment was Pantai Amal because of promising results and initially, the Fisheries Department helped the resident to find some investors who wanted to invest so that many of the residents were interested in trying seaweed cultivation. Seaweed cultivation is able to change the lives of residents of Pantai Amal, including their assets that is livelihood assets. According to DFID, 1999 livelihood assets consist of five things, namely, natural resource assets, human resource assets, financial assets, physical assets and social assets. Changes that occur due to seaweed cultivation cannot be valued from just one asset, so there is a need to evaluate the various assets. This study uses the entire livelihood assets and uses the resident that had worked as a seaweed farmer as the respondent. The analysis used in this study is a scoring analysis adjusted to the results of observations in the form of Likert scale and determining the level of sustainability that can be seen from the area of the pentagon of each asset owned by the respondent. In the final results of this study, it can be seen that in 2009 the average Pantai Amal resident has a status that is not sustainable and in 2009 it has risen to be quite sustainable.
