Abstract
Penelitian ini bertujuan untuk mengidentifikasi dan menganalisis tentang peran stakeholders yang terlibat dalam upaya penataan PKL di Kabupaten Jombang. Serta bagaimana sinergitas stakeholders dalam penataan PKL di Kabupaten Jombang dengan menggunakan analisa dari indikator sinergi menurut Doctoroff yang meliputi kepercayaan, komunikasi yang efektif, umpan balik (feedback), dan kreativitas. Dalam penelitian ini menggunakan jenis penelitian deskriptif dengan pendekatan kualitatif, dimana jenis penelitian ini mengrah pada hasil penelitian yang lebih berkenaan dengan interpretasi terhadap data atau informasi yang ditemukan di lapangan. Teknik pengumpulan data yang digunakan bersifat triangulasi dengan metode pengumpulan data melalui observasi, wawancara, dan dokumentasi. Manfaat yang dapat diambil dari penelitian ini adalah memberikan data atau informasi, kontribusi, serta masukan kepada stakeholders yang terkait dalam masalah penataan PKL agar lebih membangun sinergi. Hasil penelitian menunjukkan bahwa terdapat beberapa stakeholders diantaranya adalah Bagian Administrasi Perekonomian Setda Kabupaten Jombang, Dinas Perdagangan, Dinas Lingkungan Hidup, Dinas Kepemudaan dan Olahraga, serta Satpol PP. Peran Bagian Perekonomian adalah sebagai koordinator dari tim koordinasi dan tim teknis, dimana tim ini adalah wadah bagi stakeholders untuk berkomunikasi dan berkomunikasi. Untuk peran yang dilakukan oleh Dinas Lingkungan Hidup adalah menyediakan tempat usaha bagi PKL di kawasan Alunalun dan Taman Kebonrojo, Begitu juga dengan tugas Dinas Kepemudaan dan Olahraga sebagai pihak pengelola kawasan Stadion Merdeka. Sedangkan Dinas Perdagangan bergerak melaksanakan tugas pembinaan, dan Satpol PP berperan dalam pelaksanaan tugas penertiban. Peneliti dapat menyimpulkan bahwa belum terdapat hubungan yang sinergi antar stakeholders yang terlibat. Hal ini dikarenakan dua indikator sinergi yaitu komunikasi yang efektif dan umpan balik (feedback) belum terpenuhi, sedangkan indikator kepercayaan dan kreativitas yang telah terbentuk belum mampu mendukung adanya hubungan yang sinergi dengan stakeholders dalam penataan PKL di Kabupaten Jombang.
English Abstract
This study aims to identify and analyze the role of stakeholders involved in street vendor structuring efforts in Jombang Regency. As well as how the synergy of stakeholders in street vendors structuring in Jombang Regency by using an analysis of the indicators of synergy according to Doctoroff which includes trust, effective communication, feedback, and creativity. In this study using a type of descriptive research with a qualitative approach, where the type of research is transferred to research results that are more concerned with the interpretation of data or information found in the field. The data collection technique used is triangulation with data collection methods through observation, interviews, and documentation. The benefits that can be taken from this research is to provide data or information, contributions, and inputs to stakeholders related to street vendor structuring issues in order to further build synergies. The results showed that there were several stakeholders including the Economic Administration Section of Jombang Regency Secretariat, Trade Service, Environmental Service, Youth and Sports Service, and Civil Service Police Unit in Jombang Regency. The role of the Economic Section is as a coordinator of the coordination team and technical team, where the team is a forum for stakeholders to communicate and communicate. For the role carried out by the Department of Environment is to provide a place of business for street vendors in the area of Alunalun and Taman Kebonrojo, as well as the task of the Youth and Sports Service as the manager of the Merdeka Stadium area. While the Trade Office is engaged in carrying out coaching tasks, and the civil service police Unit plays a role in carrying out the task of controlling. The researcher can conclude that there is no synergistic relationship between the stakeholders involved. This is because two indicators of synergy, namely effective communication and feedback have not been fulfilled, while indicators of trust and creativity that have been formed have not been able to support the existence of a synergistic relationship with stakeholders in structuring street vendors in Jombang Regency.
