Abstract
Prinsip-Prinsip Good Governance adalah tata pemerintahan yang baik. Good Governance menyangkut pelaksanaan kekuasaan pemerintah dalam menjalankan fungsinya secara utuh dan menyeluruh sebagai kesatuan tindakan yang teratur, baik itu dalam bidang ekonomi, politik, dan administrasi. Tujuan dari penelitian ini adalah mendeskripsikan bagaimanakah prinsip-prinsip Good Governance dalam penyelenggaraan pelayanan E-KTP berbasis online di Dinas Kependudukan dan Pencatatan Sipil Kabupaten Cirebon dan mendeskripsikan faktor pendukung serta penghambat prinsip-prinsip Good Governance dalam penyelenggaraan pelayanan E-KTP berbasis online di Kabupaten Cirebon. Jenis penelitian yang digunakan dalam skripsi ini adalah penelitian deskriptif dengan pendekatan kualitatif.Informan pada penelitian ini adalah dengan pihak-pihak yang terkait dengan penyelenggaraan pelayanan E-KTP. Teknik pengumpulan data pada penelitian ini menggunakan wawancara, observasi, dan dokumentasi.Hasil pada penelitian ini menunjukan bahwa penerapan Prinsip-Prinsip Good Governancedalam pelayanan E-KTP yang sedang berjalan sudah sesuai dengan strategi yang telah ditetapkan. Fokus pada penelitian ini yaitu: 1) Partisipasi, 2) Transparansi, 3) Akuntabilitas dan 4) Aturan Hukum. Beberapa faktor yang menjadi pendukung adalah, surat keputusan kepala Dinas Kependudukan dan Pencatatan Sipil Kabupaten Cirebon, jemput bola, dan sarana prasarana. Sementara faktor penghambat dari prinsip-prinsip Good Governance dalam penyelenggaraan pelayanan E-KTP berbasis online adalah kesadaran masyarakat akan tertib administrasi E-KTP masih kurang dan faktor alam.
English Abstract
Good Governance is the implementation of a solid and responsible government, also effective and efficient with the approval of constructive interactions between the domains of the State, the private sector and society. Good governance in government, performs its duties well and thoroughly, both in the fields of economics, politics and administration. The purpose of this study is to describe the principles of Good Governance in the implementation of onlinebased E-KTP (Electronic identity card)at Demographic and Civil Registration Service in Cirebon Regency and describe the supporting factors and obstacles to the principles of Good Governance in the provision of online E-KTP (Electronic identity card) services in Cirebon Regency. The type of research used in this paper is descriptive research with qualitative findings. The informants in this study were with parties related to the implementation of E-KTP (Electronic identity card) services. Data collection techniques in this study used interviews, observation, and documentation. The results of this study indicate the application of the Principles of Good Governance in the ongoing E-KTP(Electronic identity card) service that is in accordance with the established strategy. The focus of this research is: 1) Participation, 2) Transparency, 3) Accountability and 4) Rule Of Law. Some of the factors that became supporters were, the decree of the head of the at demographic and Civil Registration Service in Cirebon Regency, pick up the ball, and infrastructure facilities. While the inhibiting factor of the principles of Good Governance in the implementation of online-based E-KTP (Electronic identity card) is that the people who will orderly administer E-KTP (Electronic identity card) are still lacking and natural factors.
