Abstract
Saat ini wisata rafting mengalami perkembangan pesat karena banyaknya potensi sungai di Indonesia yang dapat digunakan untuk arung jeram. Namun, di sisi lain belum diimbangi dengan standar keamanan dan keselamatan yang sesuai aturan. Salah satu wisata rafting yang terkenal di Jawa Timur adalah Songa Rafting, menurut hasil pra research yang dilakukan peneliti masih terjadi beberapa insiden di destinasi tersebut. Oleh sebab itu diperlukan mengenai analisis keamanan dan keselamatan wisatawan, sehingga peneliti mengangkat judul “Analisis Keamanan dan Keselamatan Wisatawan pada Wisata Rafting”. Penelitian ini menggunakan metode penelitian deskriptif dengan pendekatan kualitatif dan memiliki tiga rumusan masalah yaitu, (1) Bagaimana keamanan dan keselamatan dalam berwisata arung jeram di Songa Adventure Rafting? (2) Bagaimana penerapan SOP arung jeram oleh Songa Adventure Rafting untuk keamanan dan keselamatan wisatawan? (3) Apakah faktor penghambat dalam melaksanakan SOP arung jeram Songa Adventure Rafting untuk keamanan dan keselamatan wisatawan? Sumber data yang digunakan peneliti diperoleh dengan dua sumber, yaitu data primer melalui informan dan data sekunder melalui SOP Songa Rafting, situs website, jurnal, skripsi. Teknik pengumpulan data yaitu melalui observasi, wawancara, dokumentasi. Analisis data dilakukan melalui tiga tahap yaitu reduksi data, penyajian data, dan penarikan kesimpulan atau verifikasi. Hasil dari penelitian ini menunjukkan (1) Keamanan dan Keselamatan Wisatawan ditinjau dari tiga faktor yaitu SDM, peralatan, dan alam masih terdapat beberapa kekurangan. (2) Penerapan SOP arung jeram Songa Rafting yang mengacu pada buku panduan SOP arung jeram dan Permen Parekraf No. 13 Tahun 2014 tentang Standar Wisata Arung Jeram secara keseluruhan belum memenuhi. (3) Terdapat beberapa hambatan yang terjadi yaitu hambatan personal dan organisasional, hambatan SOP arung jeram menurut buku Made Brown, dan hambatan menurut Permen Parekraf No. 13 Tahun 2014.
English Abstract
Nowdays rafting tours are increasing because of the potential of rivers in Indonesia that can be used for white water rafting. However, on the other hand it has not been balanced with safety and security standards in accordance with the rules. One of the famous rafting in East Jawa is Songa Rafting. According to research before, showed accidents has occurred on the tourism destination of Songa Rafting. Therefore, it was necessary to analyze the safety and security of tourist, so the researcher raised the title “Analysis of Tourist Safety and Security on Rafting Tour” The study used a descriptive research method with a qualitative approach and has three problem formulations, (1) How is security and safety in a white water rafting tour at Songa Adventure Rafting? (2) How is the SOP rafting done by Songa Adventure Rafting for tourist safety and security? (3) What are the inhibiting factors in implementing Songa Adventure Rafting rafting SOP for tourist safety and security? Sources of data used by researchers were obtained with two sources, namely primary data through informants and secondary data through Songa Rafting’s SOP, website, journal, thesis. Data collection techniques are through observation, interview, documentation. The analysis of data is based on three stages namely, data reduction, data display, and conclusion drawing or verification. The results of the study showed (1) Tourist Security and Safety in terms of three factors, there are people, equipment, and nature still have some disadvantages. (2) Implementation of the Songa Rafting’s SOP that refers to the rafting SOP guidebook and Permen Parekraf Number 13 of 2014 concerning Rafting Tourism Standards as a whole has not comply. (3) There are several obstacles that occur namely personal and organizational barriers, rafting SOP obstacles according to Made Brown's book, and obstacles according to Permen Parekraf Number 13 of 2014.
