Abstract
Permenpan-RB No.6 Tahun 2014 tentang Jabatan Fungsional Pranata Humas dan Angka Kreditnya merupakan standar acuan yang digunakan pranata humas Pemerintah Provinsi Kepulauan Bangka Belitung dalam menjalankan aktivitas kehumasannya. Namun demikian, implementasi Permenpan tersebut tidak menjadikan pranata humas sebagai praktisi yang mampu menjalankan perannya secara seimbang. Merujuk teori peran menurut Broom dan Dozier yang membagi peran humas ke dalam dua golongan besar, yakni peran teknis dan peran manajer, menunjukkan bahwa pranata humas di Bangka Belitung hanya menjalankan peran humas pada satu sisi saja. Penelitian ini ditujukan untuk mengetahui bagaimana praktik kehumasan di Bangka Belitung melalui analisis peran Broom dan Dozier yang mengacu kepada implementasi butir-butir Permenpan-RB No.6 Tahun 2014, serta implikasi dari diterapkannya Permenpan tersebut. Penelitian ini menggunakan paradigma interpretatif dengan riset deskriptif kualitatif melalui teknik pengumpulan data berupa wawancara mendalam dan dokumen. Penelitian dilaksanakan di tiga titik wilayah pemerintah Provinsi Kepulauan Bangka Belitung yakni wilayah Provinsi, Kabupaten Belitung Timur, dan Kabupaten Bangka Barat yang dipilih dengan menyesuaikan kepada kriteria subjek penelitian. Subjek penelitian ditentukan menggunakan purposive sampling kepada 20 orang pranata humas tingkat ahli dan sembilan orang pranata humas tingkat terampil. Subjek lain yang peneliti kaji untuk menguatkan data adalah empat orang pimpinan yang merupakan atasan pranata humas, serta lima orang tim penilai. Praktik kehumasan yang terjadi di Bangka Belitung merujuk kajian Broom dan Dozier menunjukkan bahwa pranata humas lebih banyak melaksanakan peran teknis dibandingkan dengan peran manajer. Selain itu, sebagian pranata humas masih melaksanakan tugas-tugas di luar tanggungjawab kehumasan yang sesuai dengan instruksi atasan. Sebagian kecil pranata humas mulai menyentuh ranah manajer yakni communication fasilitator. Namun untuk kategori expert prescriber dan problem solving process fasilitator masih belum tersentuh. Sedangkan butir-butir Permenpan-RB No.6 Tahun 2014 telah sejalan dengan kegiatan kehumasan yang dilakukan pranata humas Bangka Belitung sehari-hari, tetapi dalam skala yang rendah. Implikasi dari diterapkannya Permenpan-RB tersebut hanya berpengaruh kepada kinerja sebagian pranata humas saja. Maka jika ditarik sebuah kesimpulan secara general baik dari sudut pandang teori maupun butir-butir pada permenpan Rb No 6 Tahun 2014, praktik kehumasan di lingkungan Pemerintah Bangka Belitung belum berjalan secara seimbang dan masih didominasi aktivitas-aktivitas teknis kehumasan.
English Abstract
Permenpan-RB No.6 of 2014 about Functional Position of Public Relations Institutions and Its Credit Numbers is a standard used by the Public Relations Government of the Bangka Belitung Islands in carrying out its public relations activities. However, the implementation of Permenpan does not make public relations institutions as practitioners that are capable of carrying out their roles equally. Referring to the theory of role, according to Broom and Dozier, the role of public relations is divided into two major groups, namely the technical role and managerial role. It showed that public relations institutions in Bangka Belitung only carried out the role of public relations on one side only. This study aims to find out how public relations practices in Bangka Belitung through Broom and Dozier's analysis of role referring to the implementation of points in Permenpan-RB No.6 of 2014, as well as the implications of implementing Permenpan. This study used interpretative paradigm with qualitative descriptive research through data collection techniques, namely interviews and documents. The study was conducted at three points of the government area of the Bangka Belitung Islands, namely the area of Province, East Belitung Regency, and West Bangka Regency which were chosen by adjusting to the criteria of the research subject. The research subjects were determined using purposive sampling to 20 expert level public relations institutions and nine skilled level public relations institutions. Another subjects examined by the researchers to strengthen the data was four leaders who were supervisors of public relations institutions, as well as five assessor teams. The public relations practices occuring in Bangka Belitung refer to the Broom and Dozier's study. It showed that public relations institutions carry out more technical roles compared to managerial roles. In addition, some public relations institutions still carry out tasks outside the public relations responsibilities that are in accordance with the instructions of the superior. The minority of public relations institutions began to touch the managerial domain, namely communication facilitator. However, for the presenter category and the facilitator's problem solving process is still untouched. While the points of Permenpan-RB No.6 of 2014 have been in line with public relations activities carried out by public relations institutions of Bangka Belitung in daily, but it is in a low scale. The implication of implementing Permenpan-RB only affects the performance of some public relations institutions. Thus, if it is concluded in general both from the point of view of the theory and the points in the Permenpan-Rb No. 6 of 2014, the public relations practices in the Bangka Belitung Government has not run in a balanced manner and is still dominated by the public relations technical activities.
