Abstract

Electronic Government merupakan suatu program baru berbasis elektronik yang saat ini mulai banyak diterapkan dibidang pemerintahan. Electronic Government bertujuan untuk mempermudah dalam melayani masyarakat dibidang pemerintahan salah satunya dibidang pelayanan paspor di Kantor Imigrasi Kelas I Malang. Terkait dengan pelaksanaan kegiatan tersebut Kantor Imigrasi Kelas I Malang mengacu pada peraturan yang dikeluarkan oleh Kementrian Hukum dan Hak Asasi Manusia Republik Indonesia melalui Direktorat Jenderal Imigrasi yang mengatur mengenai pelayanan paspor secara online. Penerapan Electronic Government di Kantor Imigrasi Kelas I Malang bertujuan untuk melihat bagaimana penerapan Electronic Government dalampelayanan paspor serta melihat peluang dan tantangan apa yang terjadi setelah diterapkannya Electronic Government. Penelitian ini mendeskripsikan dan menganalisis penerapan Electronic Government dalam pelayanan paspor di Kantor Imigrasi Kelas I Malang dengan pendekatan kualitatif fenomenologi dan menggunakan teknik analisis data model interaktif yang terdiri dari reduksi data, penyajian data dan verifikasi data. Penelitian yang telah dilakukan menunjukan bahwa penerapan Electronic Government dalam pelayanan paspor di Kantor Imigrasi Kelas I Malang, berdasarkan teori penerapan Electronic Government yang terdiri dari infrastruktur telekomunikasi, tingkat konektivitas dan penggunaan informasi dan teknologi, kesiapan sumber daya manusia, ketersediaan dana dan anggaran, perangkat hukum dan perubhan paradigma, secara keseluruhan masih ada satu teori yang belum terealisasikan dengan baik yaitu sumbr daya manusia yang kurang ahli di bidang teknologi. Selain itu dari penerapan Electronic Government dalam pelayanan paspormunculah peluang yaitu mendapatkan respon yang baik dari masyarakat mengenai ketepatan waktu dalam penyelesaian pengerjaan paspor serta kepuasan masyarakat mendapatkan pelayanan yang baik. Selain itu juga muncul tantanganseperti kurangnya kesadaran/kemauan masyarakat untuk belajar hal baru dan belum meratanya literacy masyarakat tentang e-Government. Mengetahui penerapan Electronic Government serta peluang dan tantangan dalam pelayanan paspor yang terjadi, maka terdapat beberapa saran yaitu, Kantor Imigrasi Kelas I Malang memberikan pelatihan kepada pegawai mengenai cara mengoprasikan sistem teknolgi, mengadakan recruitment bagi tenaga ahli muda yang menguasai teknologi dan mengadakan sosialisai atau pameran mengenai keimigrasian terutama di daerah pelosok yang fasilitasnya kurang memadai.

English Abstract

Electronic Government is a new electronic-based program that is now starting to be widely applied in the field of government. Electronic Government aims to facilitate the service of the public in the field of government, one of them in the field of passport services at the Class I Immigration Office in Malang. Related to the implementation of these activities the Malang Class I Immigration Office refers to the regulations issued by the Ministry of Law and Human Rights of the Republic of Indonesia through the Directorate General of Immigration which regulates online passport services. The application of Electronic Government at the Malang Class I Immigration Office aims to see how the application of Electronic Government in passport services and see the opportunities and challenges of what happens after the implementation of Electronic Government. This study describes and analyzes the application of Electronic Government in passport services in the Class I Immigration Office in Malang with a qualitative phenomenological approach and uses interactive data analysis techniques that consist of data reduction, data presentation and data verification. Research that has been done shows that the application of Electronic Government in passport services at the Class I Immigration Office in Malang, based on the theory of the application of Electronic Government consisting of telecommunications infrastructure, the level of connectivity and use of information and technology, readiness of human resources, availability of funds and budgets, legal instruments and changing paradigms, overall there is still one theory that has not been well realized, namely human resources that are less skilled in the field of technology. Besides that, from the application of Electronic Government in passport service there was an opportunity, namely getting a good response from the public regarding the timeliness in completing passport work and community satisfaction in getting good service. In addition, challenges also arise such as the lack of awareness / willingness of the community to learn new things and the uneven distribution of community literacy about e-Government. Knowing the application of Electronic Government as well as opportunities and challenges in passport services that occur, then there are several suggestions, namely the Malang Class I Immigration Office provides training to employees on how to operate the technology system, holds recruitment for young experts who master technology and hold socialization or exhibitions regarding immigration, especially in remote areas where facilities are inadequate.
