Abstract
Program INKA Membangun Desa Wisata merupakan suatu program yang bertujuan untuk dapat meningkatkan perekonomian masyarakat melalui pengembangan potensi desa. Program ini dijalankan di Wisata Watu Rumpuk Desa Mendak. Pengembangan tersebut dilakukan karena masyarakat setempat kehilangan pekerjaan setelah tanaman cengkeh diserang hama dan punah sehingga perekonomian masyarakat menurun. Maka dari itu dibutuhkan sinergitas yang baik antara Badan Perencanaan Pembangunan Daerah, PT Industri Kereta Api, Pemerintah Desa Mendak, dan Masyarakat Desa Mendak. Penelitian ini berfokus pada sinergitas yang terjadi antara stakeholders yang terlibat yang diamati dari aspek komunikasi dan koordinasi serta faktor pendukung dan penghambat terjadinya sinergitas dalam INKA Membangun Desa. Metode yang digunakan dalam penelitian ini adalah pendekatan kualitatif deskriptif dan teknik analisis data Miles Huberman yang terdiri dari Kondensasi Data, Penyajian Data serta Penarikan Kesimpulan dan Verifikasi. Hasil penelitian menunjukan bahwa sinergitas dari program INKA Membangun Desa tidak berjalan dengan baik. Dilihat dari komunikasi dan koordinasi diantara stakeholders yang terlibat ada yang belum berjalan dengan baik. Koordinasi dari Pemerintah Desa masih belum dikatakan maksimal sebab masih sering terjadi keterlambatan pelaporan pencapaian program serta peran dari masyarakat yang masih pasif. Dalam pencapaian sinergitas ini terdapat faktor pendukung dan penghambat. Faktor pendukung berasal dari dukungan pemerintah daerah melalui BAPPEDA dalam pelaksanaan CSR INKA Membangun Desa dengan pembentukan FORUM CSR serta dukungan sektor swasta dalam upaya peningkatan perekonomian masyarakat sekaligus pengembangan wisata. Adapun faktor penghambat pencapaian sinergitas yaitu kurangnya kesadaran masyarakat tentang CSR INKA Membangun Desa serta kurangnya koordinasi dari pihak pemerintah desa. Sebagaimana yang kita lihat dari kesimpulan penelitian ini, maka peneliti saran untuk dapat mengatasi permasalahan yang terjadi. Saran tersebut meliputi lebih memaksimalkan Forum CSR, peningkatan kapasitas masyarakat, serta lebih meningkatkan koordinasi yang terjalin dari stakeholders yang terkait.
English Abstract
INKA Program Building Tourism Village is a program that aims to improve the economy of the community through the development of village potential. This program is run at Watu Rumpuk Tourism in Mendak Village. The development was carried out because local people lost their jobs after clove plants were attacked by pests and became extinct so that the community's economy declined. Therefore, good synergy between the Regional Development Planning Agency, PT Kereta Api Industry, Mendak Village Government, and Mendak Village Community is needed. This study focuses on the synergies that occur between the stakeholders involved who are observed from the aspects of communication and coordination as well as supporting and inhibiting factors in the synergy in INKA Building the Village. The method used in this research is descriptive qualitative approach and Miles Huberman data analysis technique consisting of Data Condensation, Data Presentation, and Conclusion Withdrawal and Verification. The results of the study show that the synergy of the INKA Building Village program is not going well. It is Viewed from communication and coordination among stakeholders involved; there are some that have not gone well. Coordination from the Village Government is still not maximal because there are still frequent delays in reporting program achievements and the role of the passive community. In achieving this synergy, there are supporting and inhibiting factors. Supporting factors came from the support of the local government through BAPPEDA in the implementation of INKA CSR Building the Village with the formation of FORUM CSR and the support of the private sector to improve the community economy as well as tourism development. The inhibiting factors for achieving synergy are lack of public awareness about CSR INKA Building Villages and lack of coordination from the village government. As we see from the conclusions of this study, the researchers suggested being able to overcome the problems that occur. These suggestions include maximizing the CSR Forum, increasing community capacity, as well as further enhancing coordination established by relevant stakeholders.
