Abstract
Dengan adanya otonomi desa menimbulkan bertambahnya kewenangan pemerintah desa dalam mengelola pemerintahannya secara mandiri. Dalam penyelenggaran pemerintah desa tidak terlepas dari faktor keuangan, sehingga dalam pengelolaan keuangan desa harus bersifat transparan dan akuntabel. Dengan tersebut pemerintah mengembangkan aplikasi Sistem Keuangan Desa (Siskeudes), aplikasi ini bertujuan untuk pengelolaan keuangan desa agar lebih tertib, bersih, efektif dan efisien. Penelitian yang digunakan dalam penelitian ini adalah penelitian diskriptif pendekatan kualtatif. Pengumpulan data peneliti menggunakan teknik obsevasi, dokumentasi, serta melakukan wawancara pada 5 (lima) informan yang terlibat langsung dalam pelaksanaan program Siskeudes. Hasil penelitian yang menggunakan konsep implementasi program David C. Korten (2017), terdiri dari 3 elemen. Pertama Kesesuaian program dengan manfaat, program aplikasi Siskeudes ini memberikan manfaat kepada pemerintah desa dalam pengelolaan keuangan desa, dikarenakan lebih terperinci dan lebih efektif, serta lebih transparan, dimulai dari pemberian papan informasi pengelolaan keuangn desa. Kedua kesesuaian program dengan organisasi pelaksana, dengan adanya program Siskeudes ini pemerintah Desa Sukorejo telah melakukan pelatihan pegawai, sosialisasi serta mempersiapkan sarana dan prasarana guna keberlangsungan program Siskeudes. Ketiga Kesesuaian anara kelompok pemenfaat dengan organisasi pelaksana, pemerintah desa Sukorejo dalam pelaksanaan program Siskeudes memberikan informasi kepada masyarakat secara terbuka serta masyarakat terlibat secara langsung dalam prosesnya dari penyususnan anggaran, Musrenbang Desa, serta dalam pembangunan desa. Dalam pelaksanaannya masih mendapati hambatan diantaranya, pertama kurangnya informasi dari pemerintah pusat pemberian informasi dari masyarakat terkait Siskeudes, kedua kurangnya dukungan dari pemerintah daerah terkait sarana dan prasarana serta peraturan daerah, serta pembagian potensi tidak ada struktur dalam pengoperasian aplikasi Siskeudes. Berdasarkan hasil penelitian dapat ditarik kesimpulan bahwa dalam pelaksanaan program aplikasi Siskeudes didesa Sukorejo Kecamatan Sukorejo Kabupaten Ponorogo sudah berjalan dengan baik, namum masih mendapati hambatan, serta pemerintah desa juga telah berupaya dalam mengatasi hambatan yang ada.
English Abstract
The existence of village autonomy causes the increasing authority of the village government in managing its government independently. In organizing the village government, the government is inseparable from financial factors, so that in the management of village finance must be transparent and accountable. As a result the government develops the Village Financial System application (Sistem Aplikasi Keuangan Desa: Siskeudes), this application is to manage the village finance to be more orderly, fine, effective and efficient. The research used in this research is descriptive qualitative approach. Data collection researchers used observation, documentation, and conducted interviews with 5 (five) informants who directly involved in the implementation of the Siskeudes program. The results of the study which used the concept of program implementation David C. Korten (2017), consists of 3 elements. First, the suitability of the program with the benefits, the Siskeudes application program provides the benefits to the village government in managing village finances because it is more detailed and effective, and transparent, starting from the provision village financial management information boards. The second is the suitability of the program with the executive of organization, by this Siskeudes program, the Sukorejo Village government has conducted employee training, socialization and prepared facilities and infrastructure for the continuation of the Siskeudes program. The third is the Conformity between the users and the executive of organizations, in the implementation of the program, The Government of Sukorejo Village provides information to the public openly so that the community is directly involved in the process of the budget planning, Village Musrenbang, and in the village development. In the implementation of the program there are some obstacles, the first is lack of information from the central government in providing information from the community regarding Siskeudes, the second is lack of support from local government regarding facilities and infrastructure as well as regional regulations and there is no structure in the operation of the Siskeudes application in distribution of potential. Based on the results of the research, it can be concluded that in the implementation of the application program Siskeudes in Sukorejo Village, Sukorejo District, Ponorogo Regency has been going well, but there is still found obstacles, and the village government has also make effort to overcome the obstacles.
