Abstract
Sistem Informasi Aplikasi Mobile Pajak Daerah (SAMPADE) adalah sebuah inovasi sistem informasi dalam bidang pajak daerah yang dicetuskan dan dilaunching oleh Kantor BPPD Kota Malang. Aplikasi ini memiliki fungsi layanan untuk dapat melakukan cek data subjek dan objek pajak daerah, akses info pajak daerah, pelaporan pajak daerah SPTPD, konfirmasi pembayaran PBB, download peraturan, hingga adanya dukungan layanan keluhan yang semuanya dapat diakses secara elektronik. Penelitian ini memiliki tujuan yaitu untuk menganalisis kinerja SAMPADE dalam mewujudkan smart city di Kota Malang dengan berdasar indikator kesiapan smart city yang dikemukakan oleh Smart City Council. Metode penelitian yang digunakan adalah kualitatif dengan pendekatan deskriptif. Penelitian ini menemukan hasil analisis dimana penilaian kinerja SAMPADE berdasar indikator smart city telah tercapai sebanyak lima poin diantaranya instrumentation and control, connectivity¸ data management, computing resources, dan analitycs. Dua poin indikator smart city yang lain belum terpenuhi, diantaranya interoperability dan security and privacy. Hasil analisis menunjukkan hadirnya aplikasi SAMPADE ini memberikan kemudahan terhadap Wajib Pajak pengguna SAMPADE yang akan melakukan pemenuhan kewajiban perpajakan daerahnya. Keterbukaan informasi dan pemberian layanan keamanan dan privasi pada aplikasi ini masih terdapat beberapa kendala diantaranya terdapat beberapa informasi yang belum dapat dibuka dan diakses, serta informasi tentang pajak daerah pada SAMPADE belum tercantum secara menyeluruh. Serta masih terdapat tindak peretasan yang menunjukkan lemahnya sistem keamanan aplikasi SAMPADE. Rekomendasi perbaikan peneliti tujukan kepada Kantor BPPD Kota Malang agar memberikan sosialisasi secara rutin kepada masyarakat atas hadirnya SAMPADE sehingga pengguna akan lebih meningkat, serta memberikan dukungan keterbaruan informasi pajak daerah dan peningkatan sistem keamanan aplikasi SAMPADE agar pengguna dapat melakukan akses terhadap aplikasi secara lancar.
English Abstract
Sistem Informasi Aplikasi Mobile Pajak Daerah (SAMPADE) is an information system innovation in the area of regional tax that was initiated and launched by the office of BPPD Malang City. This application has a service function to be able to check the subject and object data of local taxes, access to local tax info, SPTPD regional tax reporting, confirmation of land and building tax payments, download regulations, to the existence of complaints service support all of which can be accessed electronically. This study has the objective of analyzing SAMPADE's performance in realizing smart city in Malang City based on smart city readianess indicators proposed by Smart City Council. This study uses qualitative research methods with a descriptive approach. This study found the results of the analysis that SAMPADE performance assessment based on smart city indicators has been achieved as many as five points including instrumentation and control, data management, connectivity, computing resources, and analitycs. The other two smart city indicators have not been fulfilled, including interoperability and security and privacy. The analysis shows that the presence of the SAMPADE application provides convenience to SAMPADE taxpayers who will fulfill their regional tax responsibilities. Information disclosure and the provision of security and privacy services in this application still have several obstacles including some information that cannot be opened and accessed, and information about local taxes at SAMPADE has not been listed as a whole. And there are still hacking actions that show the weakness of the SAMPADE application security system. Recommendations for the BPPD Office of Malang City are to provide socialization to the community for the presence of SAMPADE so that users will increase, and provide support for updated local tax information and support the SAMPADE application security system so that users can access the application as well as possible
