English Abstract

The Law Number 20 of 2003 about National Education System mandates that the Government and Regional Government guarantee the implementation of compulsory education at a minimum at the basic education level without charging fees. One of the effort to improve and equalize the quality of education in Indonesia is the implementation of a zonasi system at Penerimaan Peserta Didik Baru (PPDB). This is as stipulated in Permendikbud Number 14 of 2018 about PPDB. In this implementation, the junior high school zonasi system in Malang City encountered obstacles because of the uneven distribution of schools, namely the distribution of junior high schools that were not in each sub-district. The zonasi system is also difficult to implement because it has to change the community paradigm of favorite schools, there must be a synergy between stakeholders to make derivative policies, and the ratio of the number of schools and students that have not been directly proportional. The purpose of this study was to describe and analyze communication between actors, readiness of resources, disposition / attitude of executors and bureaucratic structure in the implementation of the zonasi system for prospective student recruitment for educational equity. The problem of the zonasi system in Malang City was analyzed using the policy implementation from Edward III, namely Communication, Resources, Disposition / Implementing attitudes and bureaucratic structures. This type of research is descriptive research with a qualitative approach with four research focuses : 1). Communication between actors; 2). Resource readiness; 3). Disposition / attitude of government officials; and 4). Bureaucratic structure. The types and sources of data in this study are primary data obtained from informants and secondary data obtained from documents. The analytical method used is the spradley analysis model. The results of this study explain that communication between actors is carried out clearly and consistently, and held socialization to target groups. Resources that consist of the number of classes, classes, teaching staff and the number of students are ideal. The implementing disposition / attitude has been wise with the existence of complaint channels and additional incentives for policy implementers. The bureaucratic structure is characterized by the absence of SOPs in implementation and the fragmentation of the community. So it is necessary to make an SOP, provide more in-depth socialization to the community, and improve the quality of infrastructure according to the National Education Standards needed so that the implementation of the zoning system is more effective and efficient
