Abstract
Penelitian ini dilakukan untuk mengetahui alasan mengapa Kantor Pusat Perum BULOG mengimpor beras. Berdasarkan data yang ditemukan di pra penelitian ditemukan bahwa Indonesia sudah surplus beras sejak tahun 2016 namun masih ditemukan adanya kegiatan impor beras hingga tahun ini. Untuk mengetahuinya perlu diketahui mengenai bagaimana prosedur impornya. Faktor-faktor apa saja penyebab impor beras di Perum BULOG, bagaimana gambaran prosedur impor di Perum BULOG, dan apa saja hambatan dalam pelaksanaan kegiatan impor. Hasil dari penelitian menunjukkan faktor internal Indonesia mengimpor beras karena ada tiga trigger yaitu: 1) harga naik 10% dari harga normal; 2) Persediaan stok Perum BULOG sedikit ;dan 3) Estimasi ARAM, keputusan impor terjadi jika sudah memenuhi dua dari tiga trigger tersebut dan faktor eksternalnya karena harga beras luar negeri lebih murah dan kemampuan delivery yang baik. Prosedur impor yang dilakukan Kantor Pusat Perum BULOG sama dan sudah sesuai dengan prosedur pada umumnya, yang membedakan hanya pada barang impornya. Hambatan internal yang dihadapi adalah karena kewenangan untuk memutuskan impor sudah tidak dipegang oleh Kantor Pusat Perum BULOG dan hambatan eksternalnya adalah karena lamanya proses dwelling time yang disebabkan karena: 1) proses bongkar muat yang tidak dilakukan by system; 2) Sedikitnya pekerja di pelabuhan; 3) Kurangnya alat yang cangih untuk mengangkut container; 4)Pembuatan Certificate of Origin yang lama.
English Abstract
This research was conducted to find out the reason why the Head Office of BULOG Company imported rice. Based on data found in the pre-study it was found that Indonesia has had a surplus of rice since 2016 but rice import activities are still being carried out until this year. To find out, we need to know about the import procedure. Internal and external factors causing rice imports, overview of the implementation of import procedures in general, internal and external obstacles in the implementation of rice import activities. The results of the study show that Indonesia's internal factors import rice because there are three triggers: 1) The price of rice rises 10% from the normal price; 2) BULOG Company is lack of the rice stock, and 3) Estimation of ARAM. Import decision occurs if it meets two of the three triggers. The external factors import rice is because prices of foreign rice are cheaper and delivery capability is good. The import procedure carried out by the Head Office of BULOG Company is the same and is in accordance with the procedures in general, the only different things is the imported goods. The internal obstacle faced is because the authority to decide on imports has not been held by the Head Office of BULOG Company and its external barriers are due to the length of the dwelling time process which is caused by: 1) the loading and unloading process not carried out by the system; 2) Only few workers at the port; 3) Lack of good equipment to pick up the containers; 4) Long duration on making the Certificate of Origin.
