English Abstract
This study intends to find out about the implementation of performance management system in public sectors in Indonesia with comparative case studies in General Inspectorate Ministry of Finance, Corruption Eradication Commission and Surabaya City Government. Taking into account that there are some similarities between central governments, state organization and local governments in Indonesia and some distinctive features for their organizational structures, functions, core businesses and so forth, it is appealing to discover how they differ but still harmonize in the implementation of their performance management systems. As per the data analysis, the researcher found that the performance management system in Ministry of Finance has implemented balanced scorecard plus cascading and alignment for performance management system for organization and combined 2 (two) aspects for performance management system for employees, namely, employee performance achievement and behavioral values. Employee performance achievement is determined from the fulfillment of key performance indicators in performance contracts and behavioral values are calculated from these 5 (five) employee behavioral aspects such as: service orientation, integrity, commitment, discipline, cooperation and leadership. In addition, these two systems have been linked and integrated to promote the implementation of strategic management within organization. While, for Corruption Eradication Commission has implemented human resource management system to contribute in the realization of the vision and missions of organizations. Corruption Eradication Commission combines two assessments in the performance management system for employees that are job results and job processes with equal percentages 50%:50%. Surabaya City Government has implemented factor evaluation system (FES) for its performance management system. Surabaya City Government attempts to combine Government Resource Management System (GRMS) that consists of 7 (seven) applications of egovernment to connect with its performance management system. The similarities found in the implementation of performance management system in these 3 (three) public institutions are as follows: all already use the advantages of information technology by creating e-performance application, all develop the system through planning, measuring and monitoring, evaluation, reporting and auditing as well as all has proposed some innovations for the improvement of their systems in the future. The common supporting factors for these three institutions are commitment from leader and top management in the organization, fast decision-making, staff support, delegation from higher level position to lower level employees, availability of guidance, infrastructures and equipment, and so forth. While, the common inhibiting factors include it takes long period of time to develop an advanced performance management system, each organization has various activities and it is difficult to accommodate all the activities in the system and the gap of coordination between central and local governments as well as among divisions within organizations.
