Abstract
Dinas Komunikasi dan Informatika (Diskominfo) Kabupaten Sidoarjo memiliki tugas sebagai penghubung Bupati dengan Organisasi Perangkat Daerah (OPD) perihal penyajian data pemerintahan masing-masing OPD. Selama ini penyajian data pemerintahan kepada Bupati Kabupaten Sidoarjo masih menerapkan proses manual yang banyak memakan waktu dan tenaga karena Diskominfo harus mengolah data yang dikirimkan oleh OPD dalam bentuk dokumen hardcopy atau excel spreadsheet ke dalam bentuk diagram sehingga data yang kirim dapat dengan mudah dipahami oleh Bupati. Data yang dikirimkan oleh OPD masih belum berbentuk paket informasi sehingga proses pengolahan data memakan waktu yang lama. Hal tersebut menyebabkan pengambilan keputusan oleh Bupati terhambat. Berdasarkan permasalahan tersebut maka diperlukan aplikasi Sistem Informasi Eksekutif Dashboard E-Government berbasis Android agar data-data pemerintahan yang diperlukan oleh Bupati dapat diakses melalui aplikasi mobile dengan mengambil data yang tersedia pada data warehouse dengan bantuan web service. Pengembangan sistem ini menggunakan metode waterfall model. Dari hasil penelitian ini dihasilkan analisis kebutuhan, rancangan, implementasi, dan pengujian sistem. Hasil dari sistem ini diuji menggunakan metode validation testing, mobile compatibility testing, dan user acceptance testing. Hasil pengujian pada sistem ini menunjukkan bahwa sistem berjalan sesuai dengan persyaratan yang didefisinikan di analisis kebutuhan dan mampu mempermudah Bupati dalam melihat dan menindaklanjuti data pemerintahan yang terdapat di Sistem Informasi Eksekutif Dashboard E-Government
English Abstract
The Departement of Communication and Information of Sidoarjo Regency has the duty as the recipient of the Regent of Sidoarjo with the Regional Organization Unit (ROU) regarding the presentment of the government data of each ROU. To this day, the presentment of government data for the Regent of Sidoarjo still uses the traditional way which consumed more energy and more time-consuming because Diskominfo must process the data that was sent by ROU in the form of excel spreadsheet into a certain diagram first so those data can be easily read by the Regent of Sidoarjo. The data that was sent by ROU was not in the form of information package so it takes a long time to complete the process. This caused the decision made by the Regent of Sidoarjo to be delayed. Based on these considerations, an Android based executive information system e-government dashboard is needed so that the government data needed by the Regent of Sidoarjo can be accessed using a mobile application by retrieving the required data on the available data warehouse with the aid of web services. This system development uses a method called the waterfall model. This research resulted 4 results which is requirement analysis, system planning, system implementation, and system testing. Validation testing, mobile compatibility testing, and user acceptance testing was used in the testing phase.The results of the tests show how the system run in accordance with the requirements defined in the analysis phase and show that this system helps the Regent of Sidoarjo to see the government data easier and make an act out of it if there’s a mistake in the data.
