Abstract
Penelitian ini mengangkat tentang pelayanan izin lingkungan melalui Sistem Online Single Submission (OSS). Tujuan penelitian ini adalah yang (1) mengenai pelayanan perizinan izin lingkungan melalui Sistem OSS. (2) adalah mengenai faktor pendukung dan faktor penghambat dari pelayanan izin lingkungan melalui Sistem (OSS) ini sendiri. Pelayanan Izin Lingkungan sendiri berdasarkan pada Peraturan Pemerintah No 27 Tahun 2012 tentang izin Lingkungan dan sistem OSS sendiri berdasarkan pada Peraturan Pemerintah Nomor 24 Tahun 2018 tentang Perizinan Berusaha Terintegrasi secara Elektronik. Peraturan tersebut yang akhirnya mewajibkan bagi Pemerintah Daerah terutama Dinas Penanaman Modal dan Pelayanan Terpadu Satu Pintu untuk menerapkan Sistem OSS dalam proses izinnya. Adanya peraturan tersebut dan dikolaborasikan dengan teori-teori administrasi publik terutama mengenai pelayanan perizinan izin lingkungan , maka muncul dua fokus penelitian. Fokus penelitian pertama adalah pelayanan izin lingkungan melalui Sistem OSS dan kedua mengenai faktor pendukung dan faktor penghambat pelayanan izin lingkungan melalui Sistem OSS. Hasil penelitian ini adalah Sistem OSS menawarkan inovasi-inovasi baru yang menjadi penuntasan masalah yang ada pada pelayanan perizinan selain itu dengan adanya sistem OSS ini mempermudah pemohon untuk melakukan izin dimanapun. Terkait dengan Sistem OSS pula timbul faktor pendukung dan faktor penghambat yang ada dan berkaitan dengan pelayanan izin lingkungan. Faktor-faktor ini menjadi pendukung peningkatan penggunaan Sistem OSS ini sendiri dan menjadi faktor penghambat dimana memacu masyarakat dan Pemerintah Daerah untuk memberikan strategi baru atau penyempurnaan Sistem OSS. Saran dari peneliti mengenai penelitian ini adalah yang (1) untuk meningkatkan pasrtisipasi kesadaran masyarakat dalam pelaksanaan perizinan menggunakan sistem OSS. Adanya pemberian sosialisasi maupun edukasi bagi masyarakat, edukasi meliputi pelatihan, pemberlajaran dan sosialisasi secara merata keseluruh lapisan masyarakat mengingat Kabupaten Gresik ini merupakan pusat gerbang industry. Terakhir adalah Pemerintah Derah menyeimbangkan jumlah petugas pelayanan terutama pada bidang izin lingkungan, karena saat ini pelayanan izin lingkungan mengalami perubahan dari sistem yang lama menuju system yang baru diharapkan dapat tercukupinya sumber daya untuk memberikan pelayanan.
English Abstract
This research raised about environmental permit services through the Online Single Submission (OSS) System. The purpose of the research in this study was the first regarding environmental permit licensing services through the OSS System. The second is about the supporting factors and inhibiting factors of the service environment permit through the System (OSS) . The Environmental Permit Service is based on Government Regulation No. 27 of 2012 concerning Environmental permits and the OSS system itself based on Government Regulation Number 24 of 2018 concerning Licensing of Businessly Integrated Electronics. The regulation finally obliged the Regional Government, especially the Investment and One-Stop Services to implement the OSS System in the process of the permit. The existence of these regulations and collaborating with theories of public administration, especially regarding environmental permit licensing services, then emerged two research focuses. The focus of the first research is environmental permit services through the OSS System and secondly concerning supporting factors and inhibiting factors for environmental permit services through the OSS System. The results of this reseacrh are OSS System offers new innovations that become the completion of the problems that exist in licensing services besides that, the OSS system makes it easier for applicants to do permissions anywhere. Related to the OSS System also arises the supporting factors and inhibiting factors that exist and are related to environmental permit services. These factors are supporting the increase in the use of the OSS System itself and become a limiting factor which spurs the community and the Regional Government to provide new strategies or improvements to the OSS System. Suggestions from researchers regarding this research are the first to increase public awareness participation in the implementation of licensing using the OSS system. With the provision of socialization and education for the community, education includes training, learning and socialization evenly throughout the community, considering that Gresik Regency is an industrial gateway center. Finally, the Derah Government balances the number of service officers, especially in the field of environmental permits, because currently the environmental permit service changes from the old system to the new system which is expected to be able to provide sufficient resources to provide services.
