Abstract
PT. PLN Persero (Pembangkit Listrik Negara) adalah sebuah instansi Badan Usaha Milik Negara yang menyelenggarakan usaha penyediaan tenaga listrik bagi kepentingan umum dalam jumlah dan mutu yang memadai serta memupuk keuntungan dan melaksanakan penugasan Pemerintah di bidang ketenaga listrikan dalam rangka menunjang pembangunan dengan menerapkan prinsip – prinsip Perseroan Terbatas. PT. PLN (Persero) Kantor Pusat memanfaatkan teknologi informasi dalam mendukung kegiatan operasionalnya untuk saling terhubung antar Bidang TI yang di naungi Divisi Utama Sistem dan Teknologi Informasi yang dapat mendukung proses bisnis Perseroan dan menambah nilai layanan dari proses bisnis Perseroan. Namun pada penerapannya masih terdapat masalah atau kekurangan yaitu belum maksimalnya penggunaan suatu dokumen pendukung yang mengakibatkan pelaksanaannya kurang berjalan dengan baik atau terhambat yang membuat sumber daya manusia kurang memahami terhadap penggunaan sistem serta manajemen pengelolaan pengembangan sistem informasi pada Divisi Sistem dan Teknologi Informasi tersebut. Dari kendala tersebut maka diperlukan adanya evaluasi manajemen teknologi informasi menggunakan framework COBIT 5 pada PT. PLN (PERSERO) Kantor Pusat. COBIT 5 dapat memberikan pemisah yang terstruktur dalam lingkup manajemen dan tata kelola. COBIT 5 ini memiliki domain yang berfokus pada pengawasan dan evaluasi proses manajemen yakni domain MEA (Monitoring, Evaluate, and Assess) untuk mengetahui bagaimana Capability Level pada tata kelola dan manajemen teknologi informasi PT. PLN (Persero) Kantor Pusat. Penelitian ini mendapatkan dari wawancara, observasi, dan kuisioner. Penelitian ini memberikan hasil Capability Level pada proses subdomain MEA01 Monitor and Evaluate Performance and Conformance, MEA02 Monitor The System of Internal Control dan MEA03 Monitor and Evaluate Compliance with External Requirements berada di level 2 yang setiap subdomain memiliki nilai Gap yaitu 1 dari level target. Supaya organisasi dapat mencapai level target yang diinginkan, maka ada beberapa rekomendasi yang terkait untuk menetapkan pendekatan pengawasan dan menjalankannya sesuai standart operational procedure yang sudah dibuat sesuai dengan keputusan direksi, membuat pelaporan atas perbaikan yang didapat dari identifikasi tentang kekurangan untuk memberikan hasil yang akurat.
English Abstract
PT. PLN Persero (Pembangkit Listrik Negara) is an agency of a State-Owned Enterprise that conduct electricity supply business for public interest in an amount and adequate quality and fosters profits and implements Government assignments in the field of electricity in order to support development by applying the principles of Limited Liability Company. PT. PLN (Persero) Kantor Pusat utilizing information technology in supporting its operational activities to be interconnected between IT Fields under the auspices of the Systems and Information Technology Division that can support the Company's business processes and add value to services from the Company's business processes. However, in the implementation there are still problems, namely the use of a supporting document hasn’t been maximized which has resulted in the implementation didn’t running well or being hampered which makes human resources less understanding of the use of the system and management of information system development management in the Information Technology and Systems Division. From these constraints it’s necessary to evaluate information technology management using the COBIT 5 framework on PT. PLN (Persero) Kantor Pusat. COBIT 5 can provide a structured separators in management and governance are managed. COBIT 5 has a domain that focuses on monitoring and evaluating management processes, domain MEA (Monitoring, Evaluate, and Assess) to know how Capability Level on information technology management and management PT. PLN (Persero) Kantor Pusat. This research obtains data from interviews, observations, and questionnaires. The research results in Capability Level at the subdomain process MEA01 Monitor and Evaluate Performance and Conformance, MEA02 Monitor The System of Internal Control and MEA03 Monitor and Evaluate Compliance with External Requirements at level 2 where each subdomain has a 1 of Gap value from the target level. So that the organization can reach the desired target level, then there are some recommendations on how to establish supervisory approach and run according to standard operational procedure that has been made in accordance with the decision of the board of directors, reporting on improvements obtained from identification of deficiencies to provide accurate results.
