Abstract
Indonesia merupakan negara yang berbentuk kepulauan yang terletak diwilayah Asia Tenggara. Indonesia merupakan negara yang berbatasan langsung dengan wilayah golden triangle diamana produksi dan peredaran narkotika bersuber dari 3 negara di wilayah tersebut yaitu Thailand, Laos dan Myanmar. Oleh karena hal tersebut fenomena peredaran narkotika di Indonesia mengalami peningkatan yang cukup tinggi mulai tahun 2013. Hal ini terjadi akibat pengaruh perubahan globalisasi yang terjadi saat ini. Oleh karena itu pemerintah Indonesia perlu melakukan tindakan sekuritisasi dalam hal merespon fenomena drugs trafficking yang terjadi Indonesia. Dengan adanya instruksi presiden Joko widodo untuk melakukan tembak di tempat bagi bandar narkoba saat penagkapan, eksekusi di tempat di perbolehkan apabila perlawanan dan akan mengancam masyarakat sekitar. Pernyataan tersebut merupakan tindakan darurat dari pemerintah Indonesia dalam menghadapi ancaman drugs trafficking di Indonesia. Penulis menganalisa proses sekuritisasi tersebut menggunakan konsep Securitization milik Copenhagen School dari Barry Buzan. Dimana konsep ini terdapat 3 variabel yaitu Specch Act, kemudian Acceptance by the Audience dan Extraordinary Measures. Dari variabel tersebut penulis ingin mengetahui proses sekuritisasi di indonesia pada tahun 2013-2017.
English Abstract
Indonesia is a country in the form of archipelago located in Southeast Asia. Indonesia is a country directly adjacent to the golden triangle region where production and distribution of narcotics originated from 3 countries in the region, namely Thailand, Laos and Myanmar. Because of this, the phenomenon of drug trafficking in Indonesia has increased quite high starting in 2013. This is due to the influence of the changes in globalization that are happening at this time. Therefore the Indonesian government needs to take action in securitization in terms of responding to the phenomenon of drug trafficking in Indonesia. With the instructions of President Joko widodo to shoot on sight for drug dealers during the arrest, the execution on site is permissible if the resistance and will threaten the surrounding community. This statement is an emergency action from the Indonesian government in facing the threat of drug trafficking in Indonesia. The author analyzes the securitization process using the Copenhagen School Securitization concept from Barry Buzan. Where this concept has 3 variables, namely Speech Act, then Acceptance by the Audience and Extraordinary Measures. From these variables the author wants to know the securitization process in Indonesia in 2013-2017.
