Abstract
Dinas Ketahanan Pangan dan Perikanan (DKPP) Kabupaten Bireuen merupakan lembaga pemerintah daerah yang memliki fungsi terkait dengan pelaksanaan dan pelayanan umum untuk ketersediaan distribusi pangan serta budidaya perikanan di wilayah Kabupaten Bireuen. Dalam penerapan fungsi bisnisnya, DKPP melakukan pendataan budidaya perikanan secara berkala dengan melakukan observasi lapangan untuk kemudian menyajikan informasi tersebut kepada publik serta pihak terkait. Akan tetapi, proses pencatatan data tersebut masih dilakukan dengan cara manual sehingga belum efisien karena memerlukan proses panjang dengan waktu yang lama dan belum adanya pusat penyimpanan data yang menyebabkan dokumen tersebar di beberapa lokasi penyimpanan. Selain itu, aktivitas pelaporan terkait penyakit ikan yang dialami masyarakat masih terdapat kesulitan karena Pos Kesehatan Ikan Terpadu (Posikandu) hanya terdapat di satu tempat saja sehingga belum mampu menjangkau keseluruhan wilayah Kabupaten Bireuen dan laporan belum terdokumentasi secara terstruktur. Maka dari itu, perlu adanya sistem informasi yang mampu mengatasi masalah tersebut. Sistem informasi yang akan dikembangkan berbasis website dengan menggunakan kerangka kerja Laravel. Metode yang digunakan dalam pengembangan sistem adalah waterfall model. Kemudian sistem diuji dengan menggunakan metode validation testing, compatibility testing dan User Acceptance Test (UAT). Dari hasil pengujian didapatkan fungsi yang terdapat pada sistem berjalan dengan valid, sistem dapat berjalan secara kompatibel pada berbagai jenis browser dan dari hasil UAT didapatkan bahwa sistem dapat diterima oleh pengguna.
English Abstract
Food and Fisheries Agency (DKPP) of Bireuen regency is a regional government institution that has functions regarding the implementation and public services for the availability of food distribution and aquaculture in the Bireuen regency area. In implementing its business functions, DKPP periodically carries out the aquaculture data by conducting field observations to share the information towards the public and other relevant stakeholder. However, the data collection process is still implemented manually so it is not efficient yet because it requires a lot of time with long process, moreover the DKPP does not have a data storage center so that documents are stored in seperated storage locations. In addition, there are still problems in the fish disease reporting activities because the integrated fish health post (Posikandu) is only located in one location so that it has not been able to reach the entire Bireuen regency and the reports have not been recorded in a structured format. Therefore, it is necessary to have an information system which overcomes this problem. The information system that will be developed is website-based using the Laravel framework. The method used in developing the system is the waterfall model. Further, the system is tested using validation testing, compatibility testing and User Acceptance Test (UAT) methods. The test results showed that the functions in the system are valid, the system can run compatible on various types of browsers and from the results of the UAT it is found that the system is accepted by the user.
