Abstract

Penelitian ini ditulis berdasarkan adanya pergerakan pengungsi yang berasal dari negara Suriah ke kawasan Eropa pada tahun 2015 lalu. Mereka Berbondong – bondong melewati batas – batas negara hingga dapat sampai di kawasan Eropa melalui Lautan Mediterania. Pengungsi yang berasal dari Timur Tengah khususnya Suriah itu sampai ke Perancis dan mencari suaka di sana. Pemerintah negara – negara di Kawasan Eropa terutama Perancis mengambil respon yang berbeda – beda. Pemerintah Perancis sendiri memilih kebijakan untuk menerima pengungsi – pengungsi tersebut. Pengambilan kebijakan Perancis ini tentu mengalami gejolak baik dari dalam negeri maupun dari luar negeri. Kebijakan Perancis dalam menerima pengungsi Suriah ini akan penulis teliti menggunakan teori pengambilan kebijakan milik William D Coplin. Dari teori ini, penulis akan melihat faktor – faktor determinan apa sajakah yang dapat mempengaruhi Pemerintah Perancis dalam mengambil keputusan kebijakan dengan variabel Bureaucratic Influencer, Partisan Influencer, Interest Influencer, dan Mass Influencer. Sehingga dapat diperoleh faktor mana yang paling mempengaruhi kebijakan Pemerintah Perancis dalam menerima pengungsi Suriah.

English Abstract

This research was written based on the movement of refugees from the Syrian state to the European region in 2015. They flock across national borders to reach the European region through the Mediterranean Sea. Refugees from the Middle East, especially Syria, arrived in France and sought asylum there. The governments of countries in the European Region, especially France, have taken different responses. The French government itself chose a policy to accept these refugees. Taking this French policy is certainly experiencing turmoil both from within the country and from abroad. The French policy in accepting Syrian refugees will be carefully examined using the Foreign Policy theory of William D Coplin. From this theory, the author will look at what determinant factors can influence the French Government in making policy decisions with Bureaucratic Influencer variables, Partisan Influencers, Interest Influencers, and Mass Influencers. So that it can be obtained which factors most influence the policy of the French Government in accepting Syrian refugees.
