Abstract
PT Surya Pratista Hutama (SUPRAMA) merupakan sebuah perusahaan yang bergerak di bidang industri makanan khususnya mie instan dan mie kering. Perusahaan ini kurang lebih mempekerjakan 1410 orang yang terbagi dalam 3 shift kerja. Perusahaan ini memiliki 3 area produksi, diantaranya area produksi instan (PC), produksi umum (PU), dan produksi ekspor (PE). Tidak hanya area produksi, PT SUPRAMA juga memiliki 2 gudang, yaitu gudang bahan baku dan gudang produk jadi. Dalam kegiatan proses produksi yang ada di PT SUPRAMA, masih terdapat kecelakaan kerja dan gangguan kesehatan yang terjadi dalam kurun waktu satu tahun terakhir. Penyebab kecelakaan kerja dan gangguan kesehatan pada PT SUPRAMA ini dikarenakan kurangnya sosialisasi manajemen perusahaan kepada para pekerja terkait pentingnya penerapan sistem K3 dan belum memiliki prosedur khusus yang digunakan untuk menerapkan prinsip K3 di perusahaan. Kurang pedulinya divisi K3 perusahaan dimana masih belum dilakukan proses identifikasi akan potensi bahaya yang mungkin terjadi di perusahaan. Pada penelitian ini, dilakukan analisis pada risiko terjadinya kecelakaan kerja menggunakan metode Hazard Identification, Risk assessment, dan Determining Control (HIRADC). Penelitian ini dilakukan di unit gudang bahan baku, area produksi umum (PU) dan unit gudang produk jadi. Dalam melakukan penelitian dengan menggunakan metode HIRADC, tahap pertama yang dilakukan adalah mengidentifikasi bahaya (hazard identification) pada aktivitas yang ada 3 unit yang diteliti. Tahap kedua adalah melakukan penilaian risiko (risk assessment) berdasarkan hasil identifikasi bahaya dengan menggunakan skala penilaian likelihood, severity, dan risk matrix yang mengacu pada Australian Standart/ New Zealand Standart 4360. Dari hasil penilaian risiko didapatkan tingkat risiko yang terdiri dari extreme risk, high risk, moderate risk, dan low risk. Tahap terakhir dari penelitian ini adalah melakukan penentuan pengendalian (determining control) berdasarkan hirarki K3 yang mengacu pada OHSAS 18001:2007 untuk meminimasi risiko dan mencegah terjadinya kecelakaan kerja, memberikan rekomendasi perbaikan, dan pengambilan kesimpulan saran. Berdasarkan hasil analisis menggunakan metode HIRADC, dapat diketahui bahwa risiko bahaya yang ada pada unit gudang bahan baku, area produksi umum (PU), dan unit gudang produk jadi sebanyak 39 potensi bahaya dan 103 risiko. Dari 69 potensi bahaya tersebut teridentifikasi 4 macam risk rating yang terdiri dari extreme risk sebanyak 3 risiko (2,86%), high risk sebanyak 19 risiko (18,1%), moderate risk sebanyak 26 risiko (24,76%), dan low risk sebanyak 57 risiko (54,29%). Dari risiko tersebut diberikan rekomendasi perbaikan pada extreme risk dan high risk dengan melakukan sosialisasi mengenai K3, melakukan perbaikan rancangan, memberikan rambu – rambu peringatan, membuat checlist harian dan bulanan, dan penggunaan alat pelindung diri (APD).
English Abstract
PT Surya Pratista Hutama (SUPRAMA) is a company engaged in the food industry, especially instant noodles and dry noodles. This company employs approximately 1410 people divided into 3 work shifts. The company has 3 production areas, including the area of instant production (PC), general production (PU), and export production (PE). Not only the production area, PT SUPRAMA also has 2 warehouses, namely the raw material warehouse and finished product warehouse. In the production process activities at PT SUPRAMA, there are still work accidents and health problems that have occurred in the past one year. The cause of workplace accidents and health problems in PT SUPRAMA is due to the lack of socialization of company management to workers regarding the importance of implementing the OHS system and not yet having special procedures used to implement the OHS principle in the company. The OHS division of the company does not care enough where there is still no process of identifying potential hazards that might occur in the company. In this study, an analysis of the risk of work accidents was carried out using the Hazard Identification, Risk assessment, and Determining Control (HIRADC) method. This research was conducted in raw material warehouse units, general production areas (PU) and finished product warehouse units. In conducting research using the HIRADC method, the first step is to identify hazard identification in the activities of the 3 units studied. The second stage is to carry out risk assessment based on the results of hazard identification by using a scale of likelihood rating, severity, and risk matrix that refers to Australian Standard / New Zealand Standard 4360. From the results of the risk assessment there is a level of risk consisting of extreme risk, high risk, moderate risk, and low risk. The final stage of this research is to determine the control based on the OHS hierarchy which refers to OHSAS 18001: 2007 to minimize risks and prevent work accidents, provide recommendations for improvements, and draw conclusions. Based on the results of the analysis using the HIRADC method, it can be seen that the hazard risks that exist in raw material warehouse units, general production areas (PU), and finished product warehouse units are as many as 39 potential hazards and 103 risks. Of the 69 potential hazards, 4 types of risk rating were identified which consisted of extreme risk as many as 3 risks (2.86%), high risk as many as 19 risks (18.1%), moderate risk as many as 26 risks (24.76%), and low risk as many as 57 risks (54.29%). From these risks, recommendations for improvements to the extreme risk and high risk are given by disseminating information about OHS, making improvements to the design, providing warning signs, making daily and monthly checklists, and using personal protective equipment (PPE).
