Abstract
Sehubungan akan habisnya masa jabatan anggota Badan Permusyawaratan Desa (BPD) periode jabatan 2013 – 2019, tentunya sudah menjadi tugas pemerintah desa untuk segera membentuk panitia penjaringan dan penyaringan anggota BPD yang baru. Namun tidak semudah kelihatannya, dalam praktek menjalankan mekanisme yang telah disusun panitia tampaknya mengalami benturan hebat dari para anggota BPD lama dan beberapa tokoh masyarakat. Sehingga mengakibatkan desa Mojosarirejo menjadi desa yang sangat terlambat dan paling akhir dalam melaksanakan penjaringan dan penyaringan anggota BPD di Kecamatan Driyorejo Kabupaten Gresik. Maka dari itu, pokok masalah pertama yang akan dibahas yaitu apa penyebab utama konflik tersebut ? Siapa sajakah yang berperan di dalamnya? Kemudian bagaimanakah penyelesaian konflik tersebut ? Analisis terhadap konflik tersebut menggunakan teori konflik Ralf Dahrendorf yang memiliki 3 (tiga) indikator utama sebagai berikut kelompok yang berkonflik, aktor beserta kepentingannya, dan resolusi konflik. Metode penelitiannya yaitu metode kualitatif dengan pendekatan fenomenologi yaitu menggali data secara mendalam terhadap objek yang akan diteliti yakni pihak – pihak yang terlibat dalam konflik tersebut. Kemudian diperoleh hasil bahwa terkait rumusan masalah yang pertama adalah tujuan politik dari salah satu pihak yang ingin menjatuhkan kepala desa Mojosarirejo yang mana tahun ini habis pula masa jabatannya. Bebrapa aktor yang terlibat dalam konflik tersebut ialah pemerintah desa, Badan Permusyawaratan Desa, dan Calon anggota Badan Permusyawaratan Desa. Lalu penyelesaian konflik tersebut melalui proses yang cukup panjang, hingga pada akhirnya pemerintahan desa bermusyawarah dengan anggota BPD dan panitia pemilihan BPD dan ditemukan jalan keluarnya. Setelah itu barulah pemilihan BPD dapat dilaksanakan di Desa Mojosarirejo Kecamatan Driyorejo Kabupaten Gresik.
English Abstract
According to the end of the period of Rural Representative (2013 – 2019), the village government of Mojosarirejo has a duty to form a comittee for new Rural Representative election. But not as easy as it seems, while implementing the election mechanism, the comittee has faced a conflict with the former Rural Representative and other actor in that village. Because of conflict, Mojosarirejo has become the latest and last village that implement Rural Representative election in Driyorejo District. Therefore, the main question is “What are the causes of the conflict?” , “Who are the actors that involved ?”, and “How is the resolution of that conflict?” It will be analyzed by the conflict theory of Ralf Dahrendorf that has indicators such as Interest Groups, Actors and its role in the conflict, and the resolution of the conflict. The researcher use qualitative method as the research methodology with fenomenology approach which gain data deeply from the object, the actors of the conflict. The research has a result in order to answer the first question, that conflict happen as the effect of the headvillage’s rival which has a main purpose to take down the former head village who end his periode in this year. The actors that involved are village government, rural representative, rural representative candidates, and rival of head village Mojosarirejo. The resolution of the conflict has took a very long progress until the village government re-form the village constitution of Rural Representative election then ratify it as a legal constitution for Rural Representative election . After that, the election of Rural Representative can be done in Mojosarirejo village orderly and safe.
