Abstract
Pada Maret 2013, Presiden Republik Afrika Tengah (RAT) Francois Bozize digulingkan oleh Kelompok Pemberontak Seleka. Dalam pemberontakan yang terjadi, Seleka bertanggung jawab atas Pelanggaran HAM dan kekerasan terhadap warga sipil. Aliansi Milisi Anti-Balaka dibentuk sebagai aksi balasan, yang mana semakin meningkatkan intensitas dan perluasan konflik hingga pada tahapan perang. Upaya DK PBB untuk meredam konflik dengan membentuk The African-led International Support Mission to the Central African Republic (MISCA) dinilai gagal. Peran MISCA digantikan oleh Nations Multidimensional Integrated Stabilization Mission in the Central African Republic (MINUSCA) yang dipimpin langsung oleh DK PBB. Dengan menggunakan konsep Conflict Containtment and Peacekeeping, penelitian ini dilakukan untuk mengetahui bagaimana MINUSCA berperan dalam proses gencatan senjata pada konflik yang terjadi di RAT. Penelitian ini bersifat kualitatif dengan menggunakan data sekunder. Hasil penelitian ini membuktikan bahwa dalam proses gencatan senjata pada konflik di RAT, MINUSCA menjalankan kedua peran, yaitu negative role sebagai upaya conflict containment, serta positive role untuk meminimalisasi kemungkinan terulangnya konflik di masa depan. Sejak intervensi MINUSCA, konflik yang terjadi di RAT berangsur mengalami de-eskalasi yang dibuktikan oleh penurunan angka kekerasan yang terjadi di RAT. MINUSCA juga terlibat dalam Forum Nasional Bangui yang menghasilkan kesepakatan Disarmament, Demobilization, Reintegration, and Repatriation (DDRR) bagi pihak-pihak yang berkonflik.
English Abstract
In March 2013, the President of the Central African Republic (CAR) Francois Bozize was overthrown by the Seleka Rebel Group. In the revolt that took place, Seleka was responsible for human rights violations and violence against civilians. The Anti-Balaka Militia Alliance was formed as a counter-action, which further increased the intensity and expansion of the conflict until the war stage. UN Security Council efforts to reduce conflict by forming The African-led International Support Mission to the Central African Republic (MISCA) were considered to be a failure. The role of MISCA was replaced by the Multidimensional Integrated Stabilization Mission in the Central African Republic (MINUSCA) led directly by the UN Security Council. By using the concept of Conflict Containtment and Peacekeeping, this research was conducted to find out how MINUSCA plays a role in the ceasefire process in conflicts that occur in the CAR. This research is qualitative by using secondary data. The results of this study prove that during the ceasefire process in CAR, MINUSCA carried out both roles, namely negative role as an effort to contain conflict that occured, and a positive role to minimize the possibility of recurrence of future conflicts. Since the MINUSCA intervention, the conflict that occurred at CAR had gradually de-escalated as evidenced by the decrease in the number of violence that occurred in the CAR. MINUSCA also involved in the Bangui National Forum which produced Disarmament, Demobilization, Reintegration, and Repatriation (DDRR) agreements for parties involved.
