Abstract

Konflik aktif yang terjadi antara Pemerintah Yaman dan kelompok pemberontak Houthi terjadi pertama kali pada Juni 2004. Konflik tersebut terus mengalami beberapa fase dari waktu tersebut hingga tahun 2010 dimana setelah Qatar melakukan mediasi terjadi ceasefire yang membuat konflik mereda. Terhitung pada periode antara tahun 2004 hingga 2010 Pemerintah Yaman dan kelompok pemberontak Houthi terlibat dalam konflik aktif sebanyak 6 kali hingga terjadi gelombang Arab Spring yang juga terjadi di Yaman pada Februari 2011. Dalam rangka menyelesaikan konflik tersebut sekaligus menyelesaikan persoalan mengenai Arab Spring Perserikatan Bangsa-Bangsa melalui perwakilan Sekretaris Jenderal dan Dewan Keamanan mencoba untuk melakukan mediasi yang dimulai pada April 2011. Usaha pertama dilakukan dengan mengimplementasikan proses transisi politik yang berdasar pada GCC Initiative, namun dianggap tidak terimplementasi dengan baik dan hingga konflik antara Pemerintah Yaman dan kelompok pemberontak Houthi tereskalasi kembali pada September 2014. Pada Juni 2015 Perserikatan Bangsa-Bangsa kembali memulai mengusahakan rangkaian 3 perundingan damai hingga dinyatakan mengalami kegagalan karena tidak berhasil menghasilkan kesepakatan apapun dan konflik terus terintensifikasi pada Agustus 2016. Penelitian ini akan membahas faktor yang menyebabkan kegagalan mediasi tersebut. Dalam pembahasannya penelitian ini menggunakan teori Factor Influencing Mediation Behaviour in International Conflict milik Jacob Bercovitch sebagai alat analisis. Operasionalisasi indikator-indikator di dalam variabel nature of parties, nature of dispute, nature of mediator, dan mediator strategies akan dapat mendeskripsikan faktor-faktor yang berpengaruh pada kegagalan mediasi pada periode tahun 2011 hingga 2016 tersebut.

English Abstract

The active conflict that took place between the Yemeni Government and the Houthi rebel group occurred the first time in June 2004. The conflict continued to experience several phases from that time until 2010 where after Qatar mediated a ceasefire which caused the conflict to subside. As of the period between 2004 and 2010 the Yemeni Government and Houthi rebel groups were involved in active conflict 6 times until the Arab Spring wave also occurred in Yemen in February 2011. In order to resolve the conflict while resolving the issue of the United Arab Emirates Spring through representatives of the Secretary General and the Security Council trying to conduct mediation which began in April 2011. The first attempt was made by implementing a political transition process based on the GCC Initiative, but was considered not well implemented and until the conflict between the Yemeni Government and Houthi rebel groups escalated back to September 2014. In June 2015 the United Nations again began to work on a series of 3 peace negotiations until it was declared a failure because it failed to produce any agreement and the conflict continued to be intensified in August 2016. This study will discuss the factors that led to the failure of the mediation. In this research uses Jacob Bercovitch's Factor Influence Mediation Behavior in International Conflict theory as an analytical tool. The operationalization of indicators in the variables of nature of parties, nature of dispute, nature of mediators, and mediator strategies will be able to describe the factors that influence the failure of mediation in the period of 2011 to 2016.
