Abstract

Pengembangan pemukiman akibat bertambahnya jumlah penduduk dan pertumbuhan inrastruktur bangunan akibat kegiatan perekonomian di wilayah kota Kupang justru makin mengurangi daerah resapan air sehingga mengakibatkan banjir/genangan. Salah satu daerah yang cukup parah mengalami banjir yaitu di kawasan Oesapa-Lasiana kota Kupang. Berdasarkan permasalahan yang terjadi, maka perlu dilakukan studi penanggulangan genangan di sistem drainase Oesapa-Lasiana kota Kupang. Tujuan dari studi ini adalah untuk mengetahui kapasitas sistem drainase eksisting serta mengetahui alternatif penanggulangan banjir/genangan yang berbasis konservasi dengan menerapkan kolam retensi dan sumur resapan. Sedangkan peningkatan kapasitas saluran drainase eksisting menjadi alternatif terakhir dalam menanggulangi banjir/genangan di lokasi studi. Untuk menganalisanya, dilakukan pemodelan limpasan hujan kala ulang 5 tahun menggunakan software SWMM versi 5.1. Analisa ini membandingkan kondisi jaringan drainase eksisting dan sesudah penerapan kolam retensi, sumur resapan serta peningkatan kapasitas saluran eksisting. Untuk simulasi hujan rancangan, menggunakan data curah hujan jam-jaman yang diperoleh dari stasiun hujan Lasiana dan Penfui selama 16 tahun (2001 – 2016). Perhitungan intensitas hujan menggunakan metode Mononobe sedangkan hyetograph hujan rancangan menggunakan Alternating Block Method (ABM). Untuk kalibrasi model, menggunakan metode RMSE diperoleh nilai sebesar 0.061405 (sudah mendekati angka nol). Hasil simulasi menunjukkan kapasitas saluran drainase eksisting tidak mampu menampung hujan kala ulang 5 tahun, mengakibatkan genangan di 18 titik. Hasil simulasi selanjutnya untuk menanggulangi banjir/genangan di lokasi studi perlu menerapkan 1 unit kolam retensi ukuran 160 m x 100 m x 3 m, 587 unit sumur resapan berdiameter 1 m dan kedalaman 3 m serta melebarkan dimensi saluran drainase eksisting menjadi 1.60 m x 0.80 m sepanjang 706 m.

English Abstract

Settlement development due to the increase in population and the growth of building infrastructure due to economic activities in the city area of Kupang further reduces the water catchment area, resulting in flooding / inundation. One area that is quite severe has experienced flooding in the Kupang Oesapa-Lasiana area. Based on the problems that occur, it is necessary to carry out inundation studies in the Kupang Oesapa-Lasiana drainage system. The purpose of this study is to determine the capacity of the existing drainage system and to find out the alternatives for flood / inundation-based conservation by applying retention ponds and infiltration wells. While increasing the capacity of the existing drainage channel is the last alternative in tackling floods / inundation at the study location. To analyze it, a runoff model of 5-year runoff was done using SWMM software version 5.1. This analysis compares the condition of the existing drainage network and after the application of retention ponds, infiltration wells and an increase in the existing channel capacity. For the design rain simulation, using hourly rainfall data obtained from the Lasiana and Penfui rain stations for 16 years (2001 - 2016). The calculation of rain intensity uses the Mononobe method while the rain hyetograph is designed using Alternating Block Method (ABM). For model calibration, using the RMSE method is obtained a value of 0.061405 (near zero). The simulation results show that the capacity of the existing drainage channel is not able to accommodate rain during the 5-year return period, resulting in inundation at 18 points. Subsequent simulation results to overcome floods / puddles in the study locations need to apply 1 unit of retention ponds measuring 160 mx 100 mx 3 m, 587 infiltration wells with a diameter of 1 m and a depth of 3 m and widen the dimensions of existing drainage channels to 1.60 m x 0.80 m along 706 m .
