Abstract

The rise in beef price has become an important issue for beef cattle production in Indonesia, particularly after a sudden reduction in the number of cattle in 2012-2013, and it could hamper cattle production sustainability. To enact the appropriate policy, the Indonesian government must pay greater attention to the strategy adopted by farmers to face constraints emerging under these circumstances. The strategy adopted by farmers could be developed further, as one of the solutions to increase overall cattle production. A survey of 13 farmers, using a qualitative method with in-depth interviews, was completed in Malang District in order to observe their constraints and the strategies they adopted to respond to the beef price increase. The results showed that during the 2010-2015 period, Malang District farmers had faced constraints such as difficulty in accessing cattle, poor feeding behavior, and long selling channels. Most of them had joined the cattle sharing system in order to access cattle, which based on trust and kinship, allowed smallholders to gain such access. However, some farmers showed their interest in joining farmer groups to improve their poor feeding behavior. A farmer group could be a good solution to enhance farmers' skills by providing appropriate guidance in rearing cattle. Selling a carcass to a beef seller would yield higher profit to the fanner, but it also has some constraints such as the need for particular butchering skills, a government license, extra time and a market link. This new market access must be observed further to understand it's potential.
