Abstract
Adanya kebijakan otonomi daerah menyebabkan pemerintah desa sanankerto membangun desanya menurut aspirasi dan kebutuhan masyarakat desa serta menurut prakarsa sendiri bedasarkan potensi yang dimiliki desa sanankerto, yaitu menggunakan sektor pariwisata. Peran kepala desa dalam melaksanakan pembangunan yang tidak hanya berpusat pada pembangunan infrastruktur dan melibatkan masyarakat dalam rangka menciptakan partisipasi aktif untuk menentukan arah pembangunan yang sesuai amanat UU No.6 Tahun 2014 tentang desa, menjadi faktor keberhasilan pembangunan yang dilakukan oleh desa sanankerto. Penelitian ini bertujuan untuk mengidentifkasi proses pembangunan dan modal sosial yang dimiliki oleh desa sanankerto dalam upaya untuk mengubah kondisi desa dan melaksanakan transformasi pembangunan di desa sanankerto. Teori yang digunakan dalam penelitian ini adalah modal sosial yang dikembangkan oleh Robert Putnam berupa trust, norma dan jaringan sosial. Metode penelitian ini menggunakan deskriptif kualitatif. Teknik pengumpulan data dalam penelitian ini adalah observasi, wawancara dan dokumentasi. Hasil akhir penelitian ini menunjukan bahwa desa sanankerto berhasil melakukan transformasi pembangunan melalui potensi sektor pariwisatanya yaitu ekowisata hutan boonpring dimana pembangunan tersebut mampu merubah status desa tertinggal menjadi desa mandiri yang ditandai dengan terciptanya lapangan pekerjaan baru bagi masyarakatnya, program bank sampah, pembentukan dan pemberdayaan UMKM dan meningkatnya pendapatan asli daerah (PAD) tiap tahunnya. Modal sosial yang dimiliki desa sanankerto terjadi pada pembentukan kepercayaan, norma dan jaringan sosial yang terwujud dalam tindakan partisipasi aktif masyarakat, gotong royong, ikatan antar tetangga dan tradisi desa yang menunjukan bahwa modal sosial berperan dan berkaitan dengan keberhasilan pembangunan yang terjadi di desa sanankerto.
English Abstract
The existence of a regional autonomy policy caused the village government of Sanankerto to build its village according to the aspirations and needs of the village community and according to its own initiative based on the potential possessed by the village of Sanankerto, namely using the tourism sector. The role of the village head in implementing development that is not only centered on infrastructure development and involving the community in order to create active participation in determining the direction of development that is in accordance with the mandate of Law No. 6 of 2014 on villages is a factor in the success of development in the village of Sanankerto. This study aims to identify the process of development and social capital owned by the village of Sanankerto in an effort to change the condition of the village and carry out the transformation of development in the village of Sanankerto. The theory used in this study is social capital developed by Robert Putnam in the form of trusts, norms and social networks. This research method uses qualitative descriptive. Data collection techniques in this study were observation, interviews and documentation. The final results of this study indicate that the village of Sanankerto managed to carry out development transformation through the potential of its tourism sector namely boonpring forest ecotourism where the development was able to change the status of underdeveloped villages into independent villages characterized by the creation of new jobs for the community, waste bank programs, establishment and empowerment of SMEs increasing regional original income (PAD) each year. The social capital owned by the village of Sanankerto occurs in the formation of trust, norms and social networks that are manifested in the actions of active community participation, mutual cooperation, ties between neighbors and village traditions that show that social capital plays a role and is related to the success of development in the village of Sanankerto.
