Abstract
Strategic planning in public sector in Indonesia has been fully supported by the regulations, but the implementation is still far from ideal, particularly in term of forest and land fire prevention. Meantime, forest and land fire occurrences are exists and their numbers are increasing. On the other hand, empirical evidence related to the adoption of strategic planning in the public sector in order to support the critique that a strategic planning affects what an organization is, what it does and why it does it and also the exploration related to the strategic planning constraints and how to tackle it is still limited. The research is imperative due to the insight enhancement about the adoption of strategic planning in public sector, to reveal some difficulties associated with strategic planning to enhance forest and land fire prevention and how to tackle those constraints. Strategic planning principles have been adopted on the arrangement of strategic plan document of Directorate of Forest and Land Fire Controlling (PKHL) to prevent forest and land fire in Indonesia. Related to the difficulties faced by the Directorate of Land and Forest Fire Controlling to improve forest and land fires prevention, there were three barriers: (1) Structural Barrier; (2) Environmental barriers; (3) Managerial barriers. Alternative strategies should be taken to solve the strategic issues emerged were: (1) Integrated Patrol Program must be continued; and (2) to encourage BAPPENAS to rearrange RPJMN by adjusting with Money Follow Program approach.
