Abstract
Suriah merupakan salah satu negara yang mengalami konflik pada tahun 2011 akibat adanya protes terhadap rezim pemerintahan Suriah yang saat itu dipimpin oleh Bashar al – Assad. Konflik ini mengakibatkan terjadinya refugee influx di Turki. Turki sebagai negara yang berbatasan langsung dengan Suriah menjadi salah satu negara penerima pengungsi korban konflik Suriah. Di tahun 2011 pemerintah Turki mengumumkan kebijakan open door policy dimana Turki membuka gerbang negaranya bagi para pengungsi Suriah yang ingin mencari perlindungan.Penelitian ini bertujuan untuk melihat faktor – faktor mengapa Turki memutuskan untuk menerima pengungsi Suriah dan mengeluarkan kebijakan open door policy di tahun 2011. Selain itu, pada Oktober 2011, Pemerintah Turki juga mengeluarkan temporary status bagi para pengungsi tersebut. Hal ini bertujuan agar pengungsi dapat memperoleh fasilitas dasar seperti akses kesehatan, pendidikan, dan fasilitas umum lainnya. Dalam penelitian ini penulis menggunakan konsep milik Karen Jacobsen yaitu factors influencing refugee policy choices. Konsep ini mencoba menjelaskan faktor yang mempengaruhi respon negara penerima pengungsi dan pencari suaka dari empat variabel yaitu bureaucratic choices made by the government, international relations, the absorption capacity of the local host community, serta national security consideration. Berdasar konsep ini, penulis melihat bahwa Turki sebagai negara yang ikut meratifikasi Konvensi PBB 1951 dan Protokol 1967 yang mengatur permasalahan pengungsi merasa bertanggung jawab secara moral terhadap pengungsi korban konflik Suriah. Hal tersebut membuat pemerintah Turki pada akhirnya mengeluarkan kebijakan untuk menerima pengungsi Suriah melalui open door policy. Selain itu, Turki juga terbuka untuk bekerjasama dengan organisasi internasional yang menangani permasalahan pengungsi dan bersama mencari solusi serta penanganan yang sesuai bagi pengungsi Suriah
English Abstract
Syria is one of the countries that experienced conflict in 2011 due to protests against the Syrian government regime which was then led by Bashar al-Assad. This conflict resulted refugees influx in Turkey. Turkey as a country directly bordering Syria has become one of the recipients of refugee victims of the Syrian conflict. In 2011 the Turkish government announced an open door policy where Turkey opened the gates of its country for Syrian refugees who wanted to seek protection. This study aims to look at the factors why Turkey decided to accept Syrian refugees and issue an open door policy in 2011. In addition, in October 2011, the Turkish Government also issued temporary status for the refugees. This is intended so that refugees can obtain basic facilities such as access to health, education and other public facilities. In this study the authors used Karen Jacobsen's concept of factors influencing refugee policy choices. This concept tries to explain the factors that influence the response of refugee and asylum recipient countries from four variables: bureaucratic choices made by the government, international relations, the absorption capacity of the local host community, and national security consideration. Based on this concept, the authors see that Turkey as a country that participated in ratifying the 1951 UN Convention and 1967 Protocol which regulates the problem of refugees feeling morally responsible for refugees victims of the Syrian conflict. This made the Turkish government finally issue a policy to accept Syrian refugees through an open door policy. In addition, Turkey is also open to collaborating with international organizations that deal with refugee issues and jointly seek appropriate solutions and treatments for Syrian refugees
