Abstract

Penelitian in bertujuan untuk melihat kepentingan Amerika Serikat terhadap Indonesia. Penulis memilih salah satu proyek bantuan dari Amerika Serikat dalam sektor lingkungan untuk melihat kepentingan tersebut. Salah satunya dalam proyek USAID-Indonesia Forest And Climate Support (USAID-IFACS) 2010-2014. Proyek USAID IFACS merupakan proyek bantuan untuk mengatasi masalah perubahan iklim yakni bertujuan untuk membantu Indonesia mengurangi jumlah emisi gas rumah kaca dari degradasi dan deforestasi hutan. Dalam hal ini, penulis menggunakan konsep National Interest dari K.J Holsti. Dimana K.J Holsti menjelaskan adanya tiga kategori dalam kepentingan nasional yakni Core Value, Middle Range Objective, dan Long Range Objective. Berdasarkan hal tersebut, penulis melihat adanya kepentingan lain dari pemberian bantuan luar negeri USAID-IFACS selain membantu mengatasi perubahan iklim. Penulis melihat bahwa Amerika Serikat memiliki Core Value yakni melindungi investasi milik Amerika Serikat yang ada di Indonesia. Hal ini dapat terlihat dari ruang lingkup proyek USAID-IFACS yang terdapat di tiga pulau besar di Indonesia yang memiliki stok karbon terbesar, serta sumberdaya seperti tambang emas, batu bara, dan minyak

English Abstract

This research aims to look at the interests of the United States of Indonesia. The author chose one of the assistance projects from the United States in the environmental sector to see these interests. One of them is in the USAID-Indonesia Forest And Climate Support (USAID-IFACS) project 2010-2014. The USAID IFACS project is a relief project to tackle the problem of climate change which aims to help Indonesia reduce the amount of greenhouse gas emissions from forest degradation and deforestation. In this case, the author uses the concept of National Interest from K. Holsti. Where K.J Holsti explains the existence of three categories in national interests, namely Core Value, Middle Range Objective, and Long Range Objective. Based on this, the author sees other interests from USAID-IFACS's foreign aid provision besides helping to tackle climate change. The author sees that the United States has a Core Value that protects US-owned investments in Indonesia. This can be seen from the scope of the USAID-IFACS project found on three major islands in Indonesia which have the largest carbon stock, as well as resources such as gold, coal and oil mines.
