Abstract
Sebagai provinsi dengan permasalahan pekerja anak yang cukup besar di Indonesia, Jawa Timur menjadi salah satu provinsi yang menjadi sasaran implementasi program ILO dalam mengatasi isu pekerja anak di Indonesia. Pada tahun 2014-2015 ILO bekerja sama dengan LPKP melaksanakan Decent Work Country Programme yang berfokus untuk mengatasi permasalahan pekerja anak khusus usia 15-17 tahun dimana pekerja anak dalam rentan usia ini dianggap berada dalam situasi yang cenderung terlibat menjadi pekerja anak di sektor pekerjaan yang berbahaya dan juga cenderung eksploitatif. Pemberian bekal pelatihan ketrampilan menjadi fokus dalam penanganan permasalahan pekerja anak di Jawa Timur. Peran dari ILO dalam ketiga variable teori peran dari Clive Archer sudah dijalankan, namun memang karena fokus penulis adalah implementasi program di lapangan maka memang peran ILO sebagai Actor terlihat lebih dominan dibandingkan peran ILO sebagai Instrument dan Arena. Dalam kaitan program menurut penulis bahwa memang selain menjadi organisasi internasional yang mampu membuat suatu kerangka kebijakan, ILO disini juga turut berperan dalam mewujudkan satu program sebagi implementasi dari konvensi internasional.
English Abstract
As a province with considerable child labor problems in Indonesia, East Java is one of the provinces targeted by ILO programs to address the issue of child labour in Indonesia. In 2014-2015 the ILO collaborated with LPKP to implement Decent Work Country Programme which focused on addressing the problem of child laborers aged 15-17 years wherechild laborers in this vulnerable age are considered to be in a situation that tends to be involved in Hazardous Hork and also exploitative work sector. Provision of skills training became the focus in handling the problem of child labor in East Java. The role of the ILO in the three variables of the role theory of Clive Archer has been carried out, but indeed because the author's focus is the implementation of the program in the field, indeed the role of the ILO as an Actor seems to be more dominant than the role of the ILO as an Instrument andArena. In terms of the program, it is indeed in addition to being an international organization capable of making a policy framework,The ILO here also plays a role in realizing a program as an implementation of international conventions
